The incumbent serves as the Community Care/Care in the Community (CITC) Business Manager at the Central Arkansas Veterans Healthcare System (CAVHS), affiliated with the University of Arkansas for Medical Sciences, which encompasses the inpatient Non-VA Care Coordination (NVCC), Geriatrics and Extended Care (GEC) NVCC, the Dental NVCC, Contract Nursing Home and Veteran-Directed Care, Call center and the medical center provider agreement programs.
Duties
Develops and implements policies relating to all care in the community programs.
Directly responsible for the planning, development, implementation, monitoring, evaluating, and controlling of the customer/community provider experience.
Develops and reports to executive management projected needs related to operating budgets, human resources, space, equipment, and supplies.
Maintains low operating costs, while maintaining high productivity through principles utilization of resource management.
Forecasts and estimates program requirements and prepare reports, justification, charts, statistical and narrative data for presentation to Senior management.
Plans, develops, organizes, directs implementation of services programs, activities, and short and long-term program goals.
Provides budgetary analysis to formulate, revise, and determine service financial requirements and maintenance of an annual budget.
Official for all services Fund Control Points.
Analyzes expenditures for the different programs, computer spreadsheets, etc., and makes recommendations relative to cost reduction or efficiencies.
Analyzes and provides interpretation of workload and other data used in resource planning for top management.
Routinely inspects the services programs to assure established policies and procedures are properly implemented and followed by employees, patients, visitors, vendors, and the general public.
Coordinates, directs and performs all administrative functions.
Provides on-going training, process development and guidance on the implementation of laws and directives/policies/procedures.
Responsible for the direct and/or indirect supervision, recruitment, retention, and performance management of licensed and non-licensed health professionals, management officials, and administrative support personnel.
Assists in the planning, conducting, and scheduling of in-service training classes, on the job training, orientation, and facility-wide/nationally mandated training.
All other duties assigned by management.
Work Schedule: Monday - Friday, 7:30 am to 4:00 pm, subject to change based on needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Experience with missions, organizations, programs, and requirements of health care delivery systems;
Experience with regulations and standards of various regulatory and credentialing groups; and
Experience with Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Physical Requirements: The incumbent's work is primarily sedentary but may involve walking, standing, bending, and carrying small items. Occasional travel for VISN or National meetings may be required.
