The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Domestic Engagement, Information Sharing & Data.
Duties
Manage, lead, and oversee staff in the development and management of complex Human Capital (HC) projects or programs that often requires generating new concepts, principles, and methods to ensure their successful implementation within the Intelligence Community (IC).
Perform business and resource planning and develops and delivers programs and capabilities that improve service delivery and maximize impact on the Agency and IC mission and solicits and monitors performance and feedback.
Advise IC and Office of the Director of National Intelligence (ODNI) senior leadership on the development, implementation, and management of complex HC programs which are based upon ambiguous guidelines requiring extensive interpretation, and ensure programs are aligned with and directly support the IC's strategic mission objectives.
Serve as an expert liaison; listen to and understand the needs of the organizations and tailor HC programs, methods, policies, and procedures to ensure they fully meet the organization's needs and overall mission.
Oversee, lead, or manage staff in planning, developing, and presenting expert, authoritative written products and oral briefings to customers at all levels on significant and complex HC issues; ensure that written products and oral briefings are tailored to and in alignment with overall IC or ODNI mission objectives and customer needs.
Lead a team providing direction in program planning, design, development, and implementation in one or more areas of HC subject matter expertise.
Lead and guide staff in conducting formal analyses of the strengths and weaknesses of complex HC programs that require isolating and defining unknown conditions, resolving critical problems, or developing new concepts and methodologies for programs that are of major significance to IC or ODNI senior leadership and mission success.
Lead and oversee staff in the development of strategic and tactical plans to support HC program initiatives; guide and lead staff in the development, implementation, and evaluation of HC programs in response to IC or ODNI directives and/or mission requirements.
Lead, cultivate, and maintain productive working relationships with IC HC leadership, colleagues, HR experts, and ODNI senior leadership to share information of interest, explain the specifics of HC programs and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant or controversial issues.
Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.
Incorporate effective management techniques to motivate, mentor, and promote a culture of knowledge sharing and teamwork.
Supervise and provide direction to ETG recruitment and hiring team and IC CAE Project Manager and IC CAE Project Coordinators.
Lead, Cultivate and maintain productive working relationships with IC HC leadership, colleagues, HR experts, and ODNI senior leadership through the execution of the IC Centers for Academic Excellence Program Office (IC CAE PO) and the IC Recruitment Committee (ICRC) to share information of interest about the Emerging Talent Group (ETG) programs and activities.
Advise IC and ODNI leadership on the development, implementation, and management of complex HC programs, and ensure that the programs are aligned with and directly support the IC's strategic mission objectives.
Serve as a liaison; listen to and understand the needs of all 18 IC elements and tailoring ETG programs, ICHC, policies, and procedures to ensure they fully meet the IC's human capital needs.
Lead, plan, develop, and present written and oral briefings on significant HC issues; tailor and align written products and oral briefings with overall IC mission objectives.
Lead, plan, and conduct formal analyses of the strengths and weaknesses of HC's congressionally mandated programs that require resolving critical problems or developing new concepts and methodologies.
Develop strategic and tactical plans to support IC CAE program and Recruitment and Hiring initiatives.
Qualifications
Mandatory Requirements:
Expert knowledge of the mission, charter, roles and responsibilities of ODNI and/or of individual IC organizations.
Mastery of advanced HC principles, concepts, regulations, and practices, and expert consultative skills sufficient to conceive, plan, and manage HC functions for critical large scale ODNI and/or IC programs.
Expert knowledge of Federal, IC, and/or ODNI HC and HR regulations, policies, and unique authorities in order to address organizational/business issues and questions.
Expert ability to develop and effectively manage complex HC projects, assess customer requirements, identify dependencies, and manage and mitigate risks.
Expert program management, analytic, and critical thinking skills, including a superior ability to conduct program assessments, identify needs and requirements, and develop process improvement recommendations for the successful implementation of HC programs.
Superior ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Superior ability to work effectively both independently and in a team or collaborative environment, mentor junior colleagues, and utilize strong organizational and interpersonal problem solving skills.
Superior ability to establish regular contact with high-level internal and external resources and customers, supplying or seeking information on HC programs and issues; superior use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders.

Expert ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal and professional development of all levels of personnel.
Comprehensive qualitative and quantitative analytical skills necessary to collect data, analyze it, and develop substantive reports.
Expert knowledge of COTR concepts and principles.
Expert knowledge and understanding of the talent acquisition and recruitment cycle.
Expert knowledge base of project management concepts and principles.
Technical expertise, and a solid understanding of how to capture data and metrics as it relates to diversity and recruitment statistics and the tie into the IC Talent Acquisition System.
Desired Requirements:
A desire to solve IC-wide problems and discover innovative ways of approaching talent acquisition.
Expert knowledge and understanding of academia and curriculum development in national security and related topics of interest to the IC.
At least 15 years of progressively responsible experience in the IC with thorough knowledge of IC integration practices and experience leading strategic planning and implementation.
A Bachelor's degree, or fifteen years IC-experience demonstrating the ability to learn new concepts and apply knowledge to create positive impact.
