Serves as senior IT subject matter expert for the Air Force Life Cycle Management Center(AFLCMC) and leads the cybersecurity program implementation for multiple Air Force (AF) Defense Business Systems (DBS) acquisition and/or information technology (IT) programs.

Duties

Serves as senior Information System Security Manager (ISSM). Serves as the liaison to the Senior Information Systems Security Engineer (ISSE). Serves as the senior cybersecurity technical lead for program/system execution. Serves as senior cybersecurity subject matter expert (SME) for Acquisition efforts. Represents the organization with a variety of installation and functional area organizations.

  • The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position. Information Assurance Certification is a condition of employment.
  • This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

Qualifications

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: IAW OPM Qualification Standards IOR for Information Technology (IT) Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes I have, or will have within 120 days of closing this announcement, 1 year of specialized experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND I have at least one year of specialized experience as an IT Specialist (INFOSEC) at the GS-12 (or higher) grade level or equivalent in other pay systems. Examples of specialized experience include: 1) Analyzing information to determine the current state of cyber mission and identifying/validating future needs in order to ensure that identified training needs and priorities evolve with the cyber environment. 2) Defining/developing cyber training program initiatives to realize specific objectives stated in the Joint Cyber Training Program and the Command's Joint Training Program. 3) Analyzing cyber training program initiatives to realize specific objectives stated in the Joint Cyber Training Program and the Command's Joint Training Program to ensure the protection and exploitation of computer network systems at all national levels. 4) Performing analysis to ensure this broad based training program is defined and optimized to assure the Command's training resources are expended in the most efficient, effective way possible to provide team members with mission-essential knowledge and skills. 5) Interacting with executive-level customers and key coordinating officials to assess customer requirements, explain organization policy and procedures and resolve significant problems that arise. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Expert knowledge of applying a wide range of IT security principles, methods, techniques, and procedures related to access control; application development; contingency planning; cryptography; governance and risk management; laws, regulations, investigations, and compliance; networking, physical and environmental security; personnel, industrial, and information security; and secure systems operations and maintenance. 2. Comprehensive knowledge applying risk assessment and management principles, methods, techniques, and procedures to include identification and mitigation of threats and vulnerabilities, as well as likelihood and magnitude of business and/or mission impacts. 3. Expert knowledge of Systems Security Engineering (SSE) principles, methods, techniques, and procedures, as an integral part of the overarching systems engineering process to identify appropriate security needs and requirements; secure architecture, design, implementation, and integration; and verification and validation of these requirements; as well as supporting technical management and acquisition processes. 4. Expert knowledge of IT operations and service management principles, methods, techniques, and procedures, particularly those related to secure operations and maintenance of systems, e.g., access control, audit and accountability, secure configuration management, incident response, media protection, physical and environmental protection, personnel security, information security, industrial security, system and communications protection, and system and information integrity. 5. Comprehensive knowledge applying acquisition and integrated lifecycle management principles, methods, techniques and procedures, as needed to integrate IT security into organizationally managed programs/systems by working collaboratively with other functional disciplines, such as program managers, systems engineers, contracting officers, and financial managers. 6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy to a wide range of audiences at various levels throughout the Air Force, DoD, other Federal agencies, contractors, and private industry. 7. Skill in applying emerging technologies and their applications to business processes and IT cybersecurity concepts, standards, federal laws and methods. Ideal Candidate: Serves as a Senior ISSM technical expert to oversee technical and systems requirements, objectives, specifications, and products by all concerned activities within the Program Executive Office Analyzes and recommends trade-offs of performance and capabilities of software applications against user requirements with implementation teams, customers and program managers (PMs). Analyzes, evaluates, and provides recommendations to both the PM and the enterprise program review process entities to improve IT environments. Provides capability planning focused on the delivery of strategic business capabilities and identifies issues and resolves critical problems Provides information security support and ensures information security products and services are delivered to the government to meet or exceed statutory and regulatory requirements. Ensures vendors deliver information security artifacts and secure code within required time frame determined by the government. Facilitates technical discussions with the government and contractor teams. Employee is responsible for ensuring that the vendor delivers secure code that is technically sufficient and efficiently/effectively written IAW software coding best practices; compliant with DoD cybersecurity requirements; and is delivered within the required timeframes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
