This position is in the Office of Budget, Finance, and Award Management (BFA) which centralizes and integrates NSF's budget, finance, grant,and contract awards operations. The Business and Finance Advisor serves as a principal advisor to the Chief Financial Officer/Office Head and Deputy Office Head and provides management, planning, and analytical guidance to all elements of the organization with respect to the federal financial management and business operations process.

Duties

The Business and Finance Advisor provides management, planning, and analytical guidance to all elements of the organization with respect to the federal financial management and business operations processes. As a Business and Finance Advisor, you will perform the following duties: Incumbent provides management, planning, and analytical guidance to all elements of the organization with respect to the federal financial management and business operations processes, including finance, budget, grants, contracts, audit, planning, performance, and program and project management. The incumbent serves as a key member of the front office leadership team on all matters related to financial policy, budget, and financial operations for the organization. Serves as a technical authority on budget formulation, execution, and financial and business operations for the organization. Oversees and coordinates the preparation and analysis of the annual organizational budgets that go to the Office of Management and Budget (OMB) and to Congress. Manages the formulation, justification, and execution of the organizational budget. Ties together the budgetary work of program managers, subject-matter experts, operations officials (human resources, information technology, accounting), and subordinate budget and legislative analysts. Presents the budget for the organization to the managers of the serviced programs and to budget officials at the next echelon in the agency. Provides coordination with the Office of the Director and staff offices such as the Office of Budget, Finance, and Award Management (BFA), the Office of the General Counsel (OGC), and the Office of Legislative and Public Affairs (OLPA), to identify, analyze, and resolve vital financial and budget cycle issues and problems encountered at any point in the budget process. Represents the organization directly with BFA in discussions of policy implications of budgetary plans submitted and serves as the Directorate's representative on the Budget and Planning Liaison Group (BPLG). Assesses the long- and short-term impact of various budgetary configurations and develops contingency strategies that serve as an important organization resource if the primary budget estimates are increased or decreased by the NSF Director, OMB, or Congress. Coordinates with the organization, BFA, and OIRM on execution activities or initiatives to resolve resource allocation issues affecting the mission operations. Responsible for the organization's AOAM budget execution activities in conformance with OMB, the U.S. Treasury, and internal NSF regulations. Oversees continuous analysis of Directorate/Office use of operational expense allocations. As a member of the Leadership team, works with other senior staff both within and outside the organization on issues involving extremely difficult and complex budget, legislation, policy, and financial operations: In developing and coordinating the Directorate's budget, financial accounts, and other programmatic activities. In establishing effective personal contacts and working relationships on behalf of the Directorate with senior-level officials throughout NSF, as well as with senior officials in other agencies, Congress, and OMB. In establishing, maintaining, reviewing, and improving internal controls, as necessary. Provides expert leadership support, advisory services, consultation, and analysis in the areas of financial and business operations policy development and implementation, performance and accountability management, compliance of federal financial and management laws and regulations, and outreach to external stakeholders. Oversees the development of financial and business policy and communications as necessary and provides leadership with periodic progress and support material as requested. Reviews and implements new processes for vital government-wide initiatives.

Qualifications

To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 Level ) performing ALL of the following duties: Developing financial management or business operations policy, guidance, or reports that synthesize input from multiple stakeholders internal and external to the organization; Leading multiple working groups simultaneously with participants composed of cross-office or cross-agency staff on long-term projects; Formulating and executing financial management or business operations strategies in alignment with leadership priorities in an effort to improve program efficiency, enhance customer service, or deliver on mission results; Organizing and managing multiple work products by setting priorities, determining resource requirements, and setting short- and long-term goals and strategies to achieve them. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
