Duties
The primary purpose or this position is: to perform the duties of the Quality Assurance Representative (QAR) for the Network Training Center Luke (NTC-L), and the Air Training Device 16 (ATD-16), Simulator Contracts.
Provides technical expertise In the acquisition, modification and management or assigned aircrew training systems (ATS's)
Conducts or assists others in the development of audit programs and conducts on-site auditing of the contractors programs and records
Represents the Squadron or the Command at meetings involving technical planning and/or presentations related to the development or requirements of related contracts
Reviews and assesses the impact of new policies and directives pertinent to assigned contracts for compatibility with existing contractual requirements
Provides perspective to project officers and management officials concerning supportability, maintenance requirements and technical merit of modifications to existing systems

- Performs other duties related to assigned Contracts in the completion of the PO responsibilities when the PO is absent. This consists of completing and compiling end of month reports and assembling and preparing award fee packages and presentations.
- Quality assurance functions are limited to program management areas; Level I Certification Acquisition Quality Assurance is desired
- Performs other related duties as assigned and acts in the absence of the PO; the work may require temporary duty travel (10%) as funding permits or need dictates in accordance with DoD Joint Travel Regulations
- Subject to irregular duty hours in the surveillance of the contractors preventive maintenance programs
Qualifications
Must be able to receive and maintain a Noncritical Sensitive Security Clearance, Secret with Special Access
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Quality Assurance Series, 1910.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience that demonstrates a practical knowledgein monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include: Reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Investigating customer complaints and deficiency reports and providing identification of causes to appropriate authorities. Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. Knowledge of established procedures and techniques for quality assurance. Working knowledge of maintenance and repair procedures, configuration control procedures, security and safety programs, operating characteristics and contractual requirements for training devices and systems such as simulators, computers, electrical systems and radar landmass systems to assure proper assessment of contractor performance.

EDUCATION: Completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience and education as described above. Therefore, I have a combination of experience and education to meet the qualifications of the position. NOTE: You must submit a copy of your transcripts with your application.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Practical knowledge of aircrew training systems and devices, maintenance procedures and the Technical Order System (ATOMS) and requirements; ability to apply quality assurance/control methods, principles, and practices; includes statistical analysis and sampling techniques, to interpret and determine success/failure of contractual obligations
Practical knowledge of pertinent product characteristics, and applicable production maintenance (associated with ATD-16 & NTC-L), or repair methods and processes; skill in inspecting, testing, and measurement techniques associated with ATI-16, NTC-L. and Training Device (TDs)
Ability to Interpret and apply product specifications, technical data, regulations, policy statements, and other guideline materials lo assigned contracts; includes knowledge of Contractor Logistical Support (CLS), Time & Material (T&M), and Engineering & Research contract procedures
Skill in conducting studies and investigations, problem analysis, and developing logical and documented recommendations to support SOWs and document contractor's quality assurance plan in maintaining equipment or products associated with ATD-16, NTC-L, & TDs
Ability in written and oral communications to assist in the preparation of formal and informal briefings, point and position papers, reports, and other required/associated correspondence; skill in establishing effective interpersonal relationships
Practical knowledge and skill in assessing electronic, systems, equipment and instruments to ensure ATDs and NTC-Ls reflect real life situations found on the actual aircraft during operation; ability to apply applicable policies and procedures related lo logistical support, configurations management, contractual requirements and quality control of contractual agreements
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
