The incumbent serves as an Independent Licensed Practitioner, Certified Registered Nurse Anesthetist, who develops the anesthetic treatment plan, performs pre-op evaluations, selects anesthetics to be used, considering such factors as patient's conditions and operations to be performed, and assesses and documents patient's recovery from anesthesia.
Duties
Serves as an Independent Licensed Nurse Anesthetist determining and providing treatment plans and services for patients undergoing a wide variety of surgical operations.
Establishes the treatment plan and administers either general anesthesia to induce the patient to the narcosis utilizing a variety of drugs and techniques, or regional anesthesia to produce insensitivity to surgical stimuli.
Manages the post-anesthesia care of patients.
Manages and directs the Department including strategic planning, policy formulation, budget management, human resource management, performance improvement, quality management, information management, equipment and supplies management, and planning and management of specialty clinics.
Supervises the following employees: Two (2) Physician (Anesthesiology), GS-602-15; Five (5) APN (Anesthetist), GS-610-13, and one (1) APN (Nurse Anesthetist), GS-610-12.
Coordinates and integrates services with Health Promotion/Disease Prevention to assure community outreach.
Promotes training needs of all direct care staff within the Department to ensure staff development and competency.
Coordinates educational programs, which include training of Student Registered Nurse Anesthetists from affiliated accredited programs, staff in-service training, in-service programs for physicians, nurses, other direct care staff, other government agencies, and the community at large, and presentations/courses to accredited university programs.
Collaborates and coordinates with the NAIHS Department of Anesthesiology chiefs via conference calls and scheduled meetings on standardizing policies and procedures, planning and implementing Area wide performance improvement monitors, on The Joint Commission (TJC) preparation, and other professional issues.
Maintains professional knowledge and proficiency in Anesthesia care through continuing education, staff meetings and workshops.
Performs other duties as assigned by the Clinical Director.

Qualifications

BASIC REQUIREMENT(S):
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education (external link), Council on Accreditation of Nurse Anesthesia Educational Programs (external link), Accreditation Commission for Midwifery Education (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.
Advanced Practice Nurse Positions: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position.
Areas of specialties for positions include, but are not limited to, Acute Care, Anesthesia, Community Health, Family, Geriatric, Home Health, Midwifery, Neonatal, Oncology, Pediatric, Psychiatric, Allergy and Immunology, Women's Health, Cardiovascular, Dermatology, Occupational Health, Orthopedic, Respiratory, or other specialties identified for the position.
Licensure:For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Additional License Requirements for Advanced Practice Nurse Positions: Applicants for Advanced Practice Nurse positions must be licensed or registered by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position.
Experience: The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing.
Basic Requirements for the GS-12 (or equivalent) Grade Level
In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: experience planning work, setting schedules, and communicating program needs. Examples Include: Responsible for implementing, coordinating, and maintaining staffing coverage; providing leadership and management of clinical services; supervision of multidisciplinary staff (including Nurse Practitioners, Physician Assistant, anesthesia students, or Certified Nurse Midwife) and providing clinical duties.
SUPERVISORY AND MANAGERIAL ABILITIES: Candidates must have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities of successful supervision, as listed under the appropriate category below:
Ability to motivate, train and work effectively with subordinates who have a variety of background and training.
Ability to accomplish the quality and quantity of work expected with set limits of cost and time.
Ability to plan own work and carry out assignments effectively.
Ability to communicate with others effectively, both orally and in writing, in working out solutions to problems or questions related to work.
Ability to understand and further manage goals as these affect day-to-day work operations.
Ability to develop improvements in or design new work methods and procedures.
