This position is located in the U.S. Department of Homeland Security (DHS), Office of Policy (PLCY), Office of International Affairs (OIA), Visa Waiver Program Office (VWPO).
The primary purpose of this position is to provide policy and analytical support to the VWPO, which has oversight responsibility for the Visa Waiver Program (VWP).
This is a non-bargaining unit position.
Duties
As a Policy Analyst, GS-0301-11/12, your typical work assignments may include:

Advising senior analysts and managers when critical new developments warrant considerations of revisions to existing or proposed polices.
Reviewing reports and analysts of other offices or organizations for relevance/impact on current problem.
Researching to provide supporting, specific information or documentation for use in speeches, hearing, conferences, meetings program reviews, and written responses to inquire from other agencies and/or components.
Applying analytical and evaluating methods and techniques to develop new procedures and approaches for identifying and resolving policy development and oversight issues.
Initial and Continuing Designation Assessments: The incumbent will gather data, review documentation, and conduct analyses to inform the periodic evaluations of program countries' compliance with statutory and policy requirements, develop policy recommendations for areas of non-compliance, and prepare reports on the effects of program countries' continued VWP designation on U.S. security, law enforcement, and immigration interests.

Qualifications
Specialized Experience:
You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government, performing duties such as:
Analyzing and evaluating major aspects of mission-oriented operations requirements and regulations and translating that into recommendations achieve policy goals.
Developing program goals, plans, objectives, and policies to support leadership.
Identifying and developing policies that resolve problems or cope with issues that directly affect the accomplishment of the program goals and objectives.
Providing advice on complex policy matters to organization managers or leadership.
You qualify at the GS-11 grade level if you possess one of the following:
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related ; OR
A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.
Specialized Experience GS-12: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as:
Analyzing and evaluating major aspects of mission-oriented operations requirements, and regulations, and translating that into recommendations for to achieve policy goals.
Developing program goals, plans, objectives, and policies linked to organization initiatives. Identify and developing policies support leadership.
Providing advice on complex policy matters to organization managers or leadership.
GS-12: Substitution of education in lieu of specialized experience may not be used for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
