Performs duties as the Director, Air Force Cyber Technical Center of Excellence (CyTCoE) in the Department of the Chancellor, Air Force Institute of Technology (AFIT).
*This is not a Tenure Track position.
Duties
Leads and oversees all aspects of the AF CyTCoE's operations that are controlled by the AF CyTCoE office and maintains general awareness of AF CyTCoE operations that are controlled by AFIT schools. Utilizes cyber technical expertise, awareness of operational trends and research findings, and cyber professional networks to identify opportunities for adjustments to AFIT's cyber education and research portfolio.
Develops and maintains positive working relationships with all components of AFIT that have cyber-related education, research, consultation, outreach and/or support activities.
Develops, maintains and executes AF CyTCoE strategic plan consistent with the AF CyTCoE mission and evolving priorities at the institutional, command and national levels. Coordinates the AF CyTCoE Board of Advisors (BoA) to communicate AF CyTCoE accomplishments, plans, and strategic direction, annually. Facilitates the determination of requirements and identification of the best path toward success in the cyber domain.
Cultivates relationships with senior level cyber stakeholders within the Department of the Air Force, Department of Defense, intelligence community, and other relevant organizations. Communicates AFIT's cyber capabilities and learns about other organizations' capabilities and interests to identify mutual interests and opportunities.
Steers the AFIT community towards groundbreaking research in cybersecurity by identifying key trends, fostering stakeholder engagement, and supporting collaborative research endeavors among faculty and students.
Supports AFIT cyberspace researcher engagement with emerging and critical cybersecurity topic areas in coordination with the schools and research centers. Regularly assesses and identifies evolving trends and topics that hold strategic importance in the cybersecurity domain.
Actively engages in identifying and securing grant opportunities that align with AF CyTCoE's objectives and research priorities. Provides strategic input and support in crafting compelling grant proposals, thereby bolstering AFIT's research capabilities through external funding.
Oversees the dissemination of key research findings to a wide array of audiences including senior leaders within AFIT, the DoD, and federal agencies. This involves preparing reports, position papers, and analyses that underscore the significance of AFIT's research in addressing cyberspace issues, threats, and developments.
Provides visionary leadership in conceiving and implementing new and innovative approaches for cyber education and training relevant to the needs of stakeholders. Ensures that the center remains at the forefront of cyber-related educational advancements by integrating cutting-edge topics and operational practices into the curriculum.
Participates in curriculum reviews when requested by AFIT schools to ensure that course content is relevant, up-to-date, and meets the evolving needs of DoD organizations, the intelligence community, and other operational customers. Mentors faculty and students in their academic and research pursuits.
Requirements

- Incumbent may be required to serve a one-year trial period.

- Travel by military or commercial transportation to gather ideas for improving the curriculum, establish research contacts and agreements, conduct research, and present results of research may be required.
- Initial appointment is under Schedule A appointing authority, Excepted Appointment Not-to-Exceed 3 years.
- At the time of the expiration of the initial appointment an employee who adequately demonstrates professional competence can be extended in increments up to 3 years or for an indefinite period.
- An initial appointment can be allowed to expire for an employee who does not adequately demonstrate professional competence.
- The appointment cannot be converted to a permanent tenure in the competitive service.
- This job is being filled by an alternative hiring process and is not in the competitive civil service. This is an Administratively Determined position in the excepted service.

Term appointment may be extended to the maximum period allowed by law without further competition. NOTE: Current federal civilian employees may apply for this position and if selected, a break in service of at least 3 days may be required prior to appointment to this position.
REQUIRED QUALIFICATIONS:
Master's degree in a STEM field relevant to the AF CyTCoE mission is required at the time of employment
The ability to communicate clearly and expertly (in English) in both verbal and written forms concerning academic, administrative, and technical subject matters is required
DESIRED QUALIFICATIONS:
Ph.D. degree (including coursework and/or dissertation research) related to computer science, computer engineering, cybersecurity, information technology, software engineering, or related fields at the time of employment.
Relevant certifications such as CISSP (Certified Information Systems Security Professional), CISM (Certified Information Security Manager), or similar credentials.
Demonstrated experience in the field of cybersecurity, preferably encompassing both practical and academic aspects.
A track record of working on complex cybersecurity projects, research, or initiatives, ideally within a government, military, or academic setting.
Proven experience in leading and managing teams conducting research, academic, or program management missions.
Proficiency in financial planning, budget allocation, and fiscal responsibility, ensuring the efficient and effective use of resources in support of organizational objectives.
Familiarity with government or military funding procedures and compliance with financial regulations and standards.
Strong networking skills and track record of engagement with various stakeholders such as government agencies, the military, industry partners, and academic institutions to build partnerships and collaborative initiatives.
Demonstrated ability to develop and implement a strategic roadmap for an organization's technical initiatives, aligning them with organizational goals and objectives.
Excellent verbal and written communication skills, with the ability to effectively convey complex cybersecurity concepts to diverse audiences.
Active involvement in relevant professional societies
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
