The Supervisory Medical Supply Technician Assistant Chief position is located within the Department of Veteran Affairs at the Clarksburg West Virginia VA Medical Center within the Sterile Processing Service (SPS). This position serves as the Assistant Chief, Sterile Processing Service and reports directly to the Chief of SPS.

The Louis A. Johnson VA Medical Center is located in Clarksburg, West Virginia and serves a veteran population of approximately 70,000 in north central West Virginia and adjacent counties in Maryland, Ohio and Pennsylvania.
Duties may include but are not limited to:
Ensures all areas where reprocessing actions occur are functioning effectively. To include (Main Hospital, Satellite Clinical Facilities, Community Based Outpatient Clinics (CBOCs) etc).
Issues, adapts, implements, and maintains local Sterile Processing Service (SPS) policies and standard operating procedures.
Assists and supports the SPS Chief in establishing and maintaining a methodical, efficient and effective inventory distribution system consistent with consumer demands.
Plans, organizes, directs, and coordinates all activities associated with a comprehensive SPS program.
Oversees the various SPS units and functions necessary for safe patient care in the use of medical supplies.
Responsible for direct supervision and management of SPS employees.
Assigns workflow and manpower requirements in all reprocessing areas.
Knowledgeable about all SPS areas to include Decontamination, Sterile Preparation, Case Cart Prep and Storage.
Supports quality management, reprocessing activities, to include those which occur outside of the SPS work area.
Ensures the availability of a large number of separately recurring reusable medical, surgical supplies and equipment.
Plans, develops, directs and maintains a quality control program ensuring product quality assurance through random sampling, biological testing, product assessment and related means. Providing quality assurance reports upon request.
Maintains accurate medical equipment tracking systems.
Exercises independent judgment in aligning administrative controls, planning, training, and directing of all functional activities with service plans, goals and policies.
Takes initiative in resolving problems.
Provides supervision to SPS staff.
Other duties as assigned.
Work Schedule: Full time. Monday through Friday 6:30am - 3:00pm.

Pay: Competitive salary and regular salary increases
When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Medical Supply Technicians must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j, this part.
Experience and/or Education Requirement - You must meet at least one of the requirements below:
Experience - Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; OR
Education- One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; OR
Experience/Education Combination - Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Supervisory Medical Supply Technician (Sterile Processing) - Assistant Chief (GS-09):
Experience: One year of experience equivalent to the next lower grade level. Specialized experience equivalent to the next lower grade GS-8 level includes:
Ability to read and interpret written procedures and select appropriate action in order to instruct staff in correct procedures and protocols for completing assignments.
Ability to communicate orally and in writing to ensure staff compliance with written directives, rules and regulations.
Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
Knowledge of sterility principles in order to instruct staff on decontamination procedures.
Ability to lead individuals, manage priorities, and schedule work assignments.
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate the following KSAs:
Ability to plan and project staffing needs and requirements.
Ability to manage, interact and deal with individuals of varying backgrounds.
Ability to manage, direct and adapt work to accomplish program goals and objectives, and meet new and changing program requirements.
Ability to develop and recommend new or revised policies that are consistent with organizational goals and objectives.
Ability to perform a full range of supervisory duties, including assigning, planning and evaluating work, recommending awards, approving leave, identifying training needs, and resolving staff issues.
Ability to evaluate new products and equipment, develop options, and make recommendations.
Ability to manage, interpret, and present fiscal data (i.e. fund controls, contracts and equipment expenditures), forecast resource and equipment needs and administer an allocated budget.
Assignment. The Assistant Chief contributes to the oversight of all supervision, administrative management and direction of the SPS. Oversees all decontamination, sterilization and disposition of facility critical and semi-critical RME. Develops and maintains a system of internal reviews that ensure service programs operate in compliance with regulatory and accrediting organizations. Contributes to the effective utilization of resources, budgetary allocation and fiscal management. Makes selections, assigns personnel and provides direction to subordinate staff. Manages the training, documenting and evaluating of staff. Serves as liaison between SPS and other departments.

The full performance level of this vacancy is GS-09.
Physical Requirements: The work requires regular and recurring physical exertion such as standing for prolonged periods of time, carrying medical supply items weighing up to 50 pounds, frequent bending and stretching/reaching, and pushing fully-loaded medical supply carts weighing as much as 750 pounds which must be negotiated up inclines and over rises, or positioning them on sterilizer track rails. The work requires dexterity in such tasks as inserting small rods into needle openings or precisely aligning component parts while reassembling medical equipment. Tension and stress are induced by the critical nature of producing work results critical to patient care on pre-established time frames and in emergent situations. Workdays can be lengthened without notice by emergency surgery instrumentation needs.
