Job opening: Program Specialist

Salary: $82 764 - 107 590 per year

As a Program Specialist you will work in a highly technical and administrative support environment that requires serving as the Contracting Officer Technical Representative, Travel Coordinator, and Emergency Preparedness Coordinator and administrative responsibilities such as Personal Identity Verification (PIV), and timekeeping in supporting the agency in resolving VA's ADR/EEO complaints and diversity an inclusion mission.

Duties

Serve as Contracting Officer Representative (COR) to direct various contract administration functions. Review Performance Work Statements to ensure required information is contained in the statement. Conduct market research to develop Independent Government Cost Estimates. Serve as administrative officer for Government Travel. Provide training for travel program on regulations that govern travel program. Provide guidance to management on developing program objectives related to training and travel program for managers and employees. Serve as timekeeper to provide employees guidance on timekeeping issues.

Qualifications

Specialized Experience:To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS9) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Maintaining the VA timekeeping system VATAS (2)Managing the VA travel system CONCUR (3) Serving as a Contracts Officer Representative (COR) to direct contract administration functions. Or applicants may substitute education for the experience required to qualify at the GS11 level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or a LL.M.
