This position is located in the Washington, DC Commuting Area, USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Global Health, Office of the HIV/AIDS, Prevention, Care and Treatment Division (GH/OHA/PCT), at the U.S. Agency for International Development (USAID).

Duties
Leads the development of policies and programmatic guidance related to HIV/AIDS and broader health goals for USAID and President's Emergency Plan for AIDS Relief (PEPFAR).
Serves as an expert on Agency-wide activities, projects and studies that significantly impact USAID and PEPFAR HIV goals.
Serves as technical support for PEPFAR countries and guides USAID field missions and PEPFAR teams on developing, implementing, and monitoring activities to advance and sustain the HIV response.
Synthesizes and disseminates current HIV/AIDS research findings, methodologies, and best practices to enhance USAID and PEPFAR programs and provide recommendations for OHA.
Manages and evaluates major centrally managed grants, cooperative agreements, and contracts in health science and prepares concept papers and background analyses for new activities and procurements.
Manages program finances, reports, and accountability. As needed, serves as a Contract/Agreements Officer's Representative (COR/AOR).
Requirements

- Must be able to obtain and maintain a Secret Security clearance.

- You may be required to serve a one-year probationary period.
- These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Basic Requirements:
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
Specialized Experience:
GS-14: In addition to the Basic Requirement, you Must have one year of specialized experience equivalent to the GS-13 level in the Federal service that includes: a) providing technical guidance and support for HIV testing services (HTS) and/or social and behavior change (SBC)/behavioral science programming in low-to-middle income countries; AND b) managing, and providing strategic direction and guidance for HTS and/or SBC programs in low-to-middle income countries; AND c) assisting in the development of policies, strategies, and plans for HIV programs or projects in low-to-middle income countries.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
