This position is located in the Washington, DC Commuting Area, USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Global Health, Office of the HIV/AIDS at the U.S. Agency for International Development (USAID). .

Duties

Provide supervision and coordination of Branch staff. Manage on-site institutional support contractors. Cultivate an inclusive environment that values diversity, equity, inclusion, and accessibility. Lead Missions in formulating USAID's strategic approach to health systems strengthening, health and HIV/AIDS financing, domestic resource mobilization, private sector engagement, and innovative financing. Lead the development of strategies, plans, and program guidance to strengthen health financing and economics. Disseminate program learning for Agency-wide application and serve as a technical expert on health systems. Provide technical and budgetary oversight for a multi-million dollar HIV-funded portfolio of centrally administered programs/projects.

Qualifications

Basic Requirements: Education Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. Specialized Experience: GS-14: In addition to the Basic Requirement, you Must have one year of specialized experience equivalent to the GS-13 level in the Federal service. Examples of qualifying specialized experience at the next lower level for this position include: a) providing technical guidance and leadership for sustainable financing for health or HIV/AIDS programming in developing countries; b) managing, and providing strategic direction and guidance for sustainable financing for health or HIV/AIDS programs in developing countries; c) developing policies, strategies, and plans for sustainable financing for health or HIV/AIDS programming in developing countries; and d) managing projects on sustainable financing for health or HIV/AIDS in developing countries. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
