This position is in the Strategy and Operations Team within the Office of Strategic Support and Initiatives (OSSI), Office of the Under Secretary for Benefits (OUSB), Veterans Benefits Administration (VBA) as a Program Analyst. The incumbent performs a variety of analytical, strategic planning, evaluative, and advisory work related to the coordination and management of VBA's programs, staff offices, and business lines.

Duties

Specific duties include: Reviews and tracks projects initiated and supported by the Office of the Under Secretary for Benefits. Provides recommendations, with supervision including those confidential and labor sensitive, for the Office of the Under Secretary for Benefits and VBA's Lines of business, program officials and supervisors, to include assessing organizational, program and employee performance and adjusting metrics to changing situations, and in implementing innovative solutions to create organizational improvements at an enterprise-level. Develop multiple recommendations for programmatic improvements in workforce operations to promote efficiency, cost-saving deliverable quality and scope management for VBA's program officials and leadership. Creates, edits, and prepares reports, evaluated information, budgetary proposals, workload statistics and recommends and similar products necessary for effective direction of program operations in response to external stakeholders' requests. Leads the facilitation of discussions, meetings, conferences, and conference calls with management and program officials and employees to share information regarding agency program activities and organizational elements; investigate facts, present conclusions, recommendations, and alternatives; obtain concurrence; develops alternative courses of actions; and mutually resolve problems. Attends briefings and meetings as required to include meetings with project teams focused on sensitive topics, including labor practices and negotiations. Provides minute-taking support, action item reconciliation and tracking as required to manage discussion outcomes properly. Prepares and reviews responses for VBA leadership review and approval. Ensures proposed responses are timely, clearly address the issue(s), and are consistent with existing VBA policy and federal statutes impacting the Department's ability to efficiently carry out agency goals and programs. Coordinates responses and reports to include the feedback and concurrence of appropriate VBA and Department staff or other external stakeholders. Participates in all phases of organizational and management matters concerning activities of OSSI. Develops and recommends effective and efficient internal management controls and administrative practices for OSSI. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:02/14/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-13). Candidates must show demonstrated experience and comprehensive knowledge coordinating, managing, and facilitating activities of assigned audits and reviews to include serving as the representative on behalf of the organization at entrance, interim, exit and other face-to-face meetings. Examples include, but are not limited to: Experience using data software platforms to manage, analyze, and disseminate information to evaluate processes and recommend new approaches, techniques, policies, or priorities. Must have a track record on meeting facilitation, artifact development, and knowledge management. Experience using project management methodologies to design and implement tools, analyses, and deliverables designed to support evidence-based decision making and operations. Must be able to provide oversight of initiatives and projects relating to any facet of VA operations, track milestones and risks, and recommend appropriate actions to improve processes. Demonstrated track record on leading organizational initiatives and developing relevant and innovative tools and technologies used in program analysis, data management, and operational optimization. Experience managing data calls for technical and substantive compliance with management and department policies, including reviewing for grammar, punctuation, and content, while meeting deadline expectations. Strong background on strategic communication, planning advice and consultation to higher level management and agency officials. Must have experience acting as strategic advisor and/or liaison between different stakeholders. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
