This position is located in the Waiver Review Division, Office of Domestic Operations, Visa Services Directorate, Bureau of Consular Affairs (CA/VO/DO/W). The Waiver Review Division reviews and adjudicates requests for waivers of the J -1 visa two-year home-country physical presence requirement of Section 212(e) of the Immigration and Nationality Act (INA).
Duties
In cooperation with the Division Chief, leverages visa subject matter expertise to plan, direct, and ensure timely processing by the division of advisory opinions and applications for waiver of section 212(e) of the INA.
In cooperation with the Division Chief, trains division staff to perform duties. Advises division specialists on processing of complex waiver applications.
In cooperation with the Division Chief, establishes and coordinates the implementation of division-wide goals, objectives, strategic plans, and policies that guide the execution of responsibilities assigned to VO/DO/W.
With oversight from the Division Chief, leads the planning, development, and implementation of division projects and program amendments and enhancements, to include regulatory updates.
Represents the division to internal and external interlocutors and works closely with officials of other bureaus, USG agencies, interest groups, and foreign governments in addressing issues related to the adjudication of waivers of INA 212(e).
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States.
Experience coaching colleagues in case processing;
Experience interpreting and applying laws and regulations to questions of eligibility for visas and/or 212(e) waivers under the national security-related Immigration and National Act (INA);
Experience in researching the most complex visa cases;
Experience working with other agencies in visa-related matters; and
Experience communicating, presenting, and/or collaborating with others on matters related to U.S. visa policies and procedures
