This position is located in the Office of Information Management and Liaison, Visa Services Directorate, Bureau of Consular Affairs (CA/VO/I), in the U.S. Department of State. CA/VO/I coordinates Visa Office Policy across three broad areas: the use of technology to make the visa process more secure and efficient, the maintenance of a broad array of interagency data sharing relationships, and the integrity of electronic data and physical records in support of VO's mission.
Duties
Plans work to be accomplished by subordinates and sets and adjusts short-term priorities and prepares schedules for completion of work and assigns work to subordinates based on priorities.
Conducts analyses of visa operational strategies, procedures, policy, and techniques in relation to new and long-range visa automated systems and technology and their relationship with the mission and operations of Visa Services.
Provides written and oral briefings and decision and action memos to senior CA Bureau leadership on matters related to the innovation and modernization of visa systems.
Oversees short- and long-range projects addressing changes in immigration law/regulations, technology innovations, and new concepts and guidelines in modifying/developing new systems to improve the quality and integrity of consular data.
Oversees the management of records under the purview of the Visa Office, including managing and coordinating policy related to the records maintenance and disposition schedules.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States.
Qualifying specialized experience must demonstrate the following:
Experience analyzing and evaluating visa systems.
Experience providing data integrity advice on the use of visa automated systems and technology.
Experience participating in projects.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
