This is a temporary promotion or detail not to exceed 1 year and can be extended up to 5 years. This temporary promotion may be made permanent without further competition.
Duties
The Supervisory Facility Operations Specialist is responsible for Manages a multi-faceted organization through the management of subordinate staff, multi-year operational budgets for two park sites, and the utilization of information technologies. Provides stewardship of assets and facilities to ensure visitor use and enjoyment as well as the protection of cultural and natural resources. Major duties include:
Project Management: Responsible for development and implementation of projects and maintenance procedures to ensure facilities and infrastructure are able to support mission requirements of the two Parks. Coordinates project scopes, goals, and objectives; facilitates planning and design processes; develops spending plans and budget protocols; manages construction process ensuring all project documentation is completed and archived.
Asset, Operations, and Fleet management: Manages Facility Management Software Systems for cost effective management of assets. Performs and maintains asset inventories and condition assessments for the purpose of developing deferred maintenance costs for annual and multi-year plans.
Financial Management: Responsible for the development and management of the facility management division's budget utilizing financial management software and programs.
Risk Management/Safety: Responsible for a comprehensive safety and training program to eliminate at-risk behavior and environments and enforce regulatory policies and mandates. Serves as park Collateral Duty Safety Officer and works closely with the park safety committee and Zone Safety Manager to address safety policies.
Personnel Management: Exercises the full range of supervisory duties at least 25% of the time. Recruits and recommends selection of employees. Executes established work plans; establishes work schedules and priorities. Recommends promotions, reassignments, and other personnel actions.
Qualifications

Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing planning, organizing, and directing a complex maintenance operation; supervising multiple facility operations and maintenance activities such as roads, motor vehicle repairs, trails, buildings and quarters, utilities, custodial staff, grounds work, and facilities database management; ensuring completion of facilities management work through subordinate supervisory staff; developing annual and multi-year budget plans to ensure facility maintenance and project goals are met; and communicating with management and external constituents to address and gain support for facility operation needs. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
