This position is located in the United States Department of Agriculture (USDA), Foreign Agricultural Service (FAS), Office of the Deputy Administrator Global Programs, Program Operations with one vacancy in Washington, D.C.
This position serves as senior advisor to the Senior Director and other senior USDA officials up to, and including, the Secretary of Agriculture on complex programmatic and procedural issues related to the implementation and administration of the agency's various programs.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Serve as key subject-matter expert for the assigned program area. Advises on issues and provides expert technical leadership and policy guidance dealing with highly specialized Federal programs.
Plan, direct, and coordinate the execution, development, and preparation of special analyses and interpretations that cut across established organizational and functional lines of the United States Department of Agriculture (USDA).
Develop strategic priorities and contributes to the Foreign Agriculture Service's (FAS) strategic planning process.
Serve as liaison with other USDA agencies, Federal departments and agencies, U.S. private sector organizations, and foreign organizations, governments, and entities.
Requirements
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
BASIC REQUIREMENT: There is no Basic Requirement for this position.
TO QUALIFY AT THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 grade level) that demonstrates the following experience:
Advising on issues and providing technical leadership/policy guidance dealing with specialized Federal programs.
Contributing to the development of strategic priorities and the strategic planning process for an agency.
Serving as liaison with other Federal departments and agencies, U.S. private sector organizations, and/or foreign organizations, governments, or entities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
