This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at Aberdeen Proving Ground, Maryland.

Duties

Providing solutions, business processes and technical expertise in the design, development, and implementation of web-based new development applications. Performing requirements and design analysis to determine feasibility of implementation and to determine optimal application approaches. Explaining the impact of internal and external strategies on the product development, maintenance, and customer base and applying that understanding to product innovation. Researching, establishing, and implementing design, development, and architectural standards across the product line, leveraging software engineering, cloud computing, data analysis and development standards ensuring compliance and continuity.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • One year trial/probationary period may be required.
  • Commensurate with mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends, and holidays.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13 or equivalent) grade level in the Federal service which includes: 1) Supporting from a technical perspective, multiple large IT projects simultaneously and their agile teams in all areas of the web development processes; 2) Providing technical guidance, training, or mentorship to personnel across development teams up-to 40 personnel; 3) Establishing modern product architecture across suite of cloud-native government developed web applications leveraging traditional or modern practices such as microservices, application programming interfaces (APIs) operating in a continuous integration/continuous development (CI/CD) in a hybrid cloud environment; 4) Implementing modern industry-standard development/deployment practices to include but not limited to; test driven development, modular programming, automation, vertical web development or agile testing; and 5) Establishing standards for procedures, practices, web development documentation, configuration management or product designs for suite of government developed web applications. AND Applicants must have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
