Duties

In coordination with Fire Management Officers, formulates State Director policies, writes plans, and administers programs necessary for the support of fire management. Plans work to be accomplished by subordinates, makes assignments based on capability and expertise, evaluates the work performance of subordinates, and develops performance standards. Carries out supervisory duties in accordance with regulatory requirements in areas such as Diversity and EEO, internal management controls, and Merit Systems Principles. Coordinate statewide preparedness operations with State cooperators. Advise State Fire Management Officer in dealings with the Mufti-Agency Coordinating Group, Area Commands, and the National Interagency Fire Center. Plan, develop, implement, monitor, and evaluate Nevada's Fire Management Program fiscal submissions including budgetary, fire severity, and Annual Work Plan (AWP) submissions. Recommends standards, drafts guidelines, and recommends State Director policy in those areas that affect firefighter readiness and safety. Review newer revised policy directives or programs guidance from agency headquarters, develops and distributes standards and guides for implementation and compliance by Field Offices.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.

  • An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.
  • Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. This position has a Basic Education Requirement: Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. At the GS-13 Level: One (1) year of specialized experience equivalent at the next lower grade (GS-12) in Federal service. Examples of specialized experience include, but are not limited to: advising high level management officials on fire management planning at the district or state level or equivalent; reviewing wildland fire preparedness actions and operating plans; evaluating, coordinating, directing and implementing policy to support wildland fire management programs and operations; familiarity with budget formulation and expenditure of funds; supervising or leading a staff of fire and aviation professionals responsible for fire and aviation programs. This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits(normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work requires the ability to travel into the back country or front country on foot under a wide variety of climatic conditions and elevations. Also requires the ability to travel over extremely rough terrain during fire management operations. At times, travel by light fixed wing aircraft or helicopter is required. Work Environment: Much of the work is performed in an office setting, but also involves outdoor environments with exposure to a variety of climatic conditions and elevations. Fire management work involves an exposure to smoke and intense heat. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

Education

This position falls under the General Natural Resources Management and Biological Sciences Series, 0401. There are Individual Occupational Requirements (IOR).

This position has a positive education requirement (see qualification section for education requirements). You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at this grade level.
