Duties

Incumbent recommends new statewide renewable resources management policy and guidance; Reviews and recommends changes to existing national and state level policy, making interpretations as appropriate. Incumbent supervises ten (10) renewable resources staff specialists and Program Leads. Evaluates renewable resources program effectiveness through periodic analysis of decisions and products and ensures appropriate follow up to correct any deficiencies. May be required to serve as liaison for the Deputy State Director to the State Director, other agencies, industry, other organizations and the public on all matters in the renewable resources programs. Issues technical and procedural program guidance as needed to ensure adequate technical support and proficiency in the conduct of the renewable resource programs. Recommends program priorities within assigned program areas as well as appropriate level and quality of program accomplishment within approved annual work plans and operating budgets. Consults/coordinates with Deputy State Director and other states/agencies on matters crossing program areas to avoid issuance of conflicting directives /generation of cumulative/unmanageable workloads at the lower levels of the organization. Provide leadership for the coordination of special projects at the interagency federal and state government levels. Branch of Resources (NV934) lead for the budget and represents the division on the statewide Budget Strategy team as required and leads specific budget planning exercise for Preliminary Target Allocation, Annual Work Plan, and Strategic Budget Plan.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. Basic Education Requirement: A. Have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Have a Combination of education and experience - have completed courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting the basic education requirement, you must meet the following specialized experience requirements: For GS-13: You must possess one (1) year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience is further defined as: 1) Applying the principles of public land management concepts, principles, practices and procedures along with applicable laws, regulations, and case law; 2) Knowledge and skill in the application of planning principles, interpretation of agency policy, laws, and regulations; 3) Knowledge of the majority of renewable resource specialties (i.e. Wildlife, Fisheries, Threatened and Endangered Species, Soil, Water and Air, Range Management, Weeds, Wild Horses and Burros, Vegetation Management and Planning) and policies; 4) Experience working with a variety of relationships between and among Federal agencies, State and local governments and the public including user groups, industry and other special interest groups; and 5) Knowledge of managerial and administrative theory, practices, methods, and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Much of the work requires intense concentration and conceptual abilities. The employee frequently participates in lengthy and intensive negotiations or fact-finding sessions that require above-average resistance to physical, mental, psychological and emotional fatigue. The work is largely sedentary, although there are occasional field trips that involve physical activity in irregular terrain and varied climatic conditions. Work Environment: The work is usually perfom1ed in an office or meeting setting. Some discomfort and risk (extreme heat or cold, exposure to fire) is encountered on occasional field trips which are made to outlying organizational offices. Work involves vehicle operation and associated discomforts and risks when operating motorized vehicles in isolated areas.

Education

This position falls under the General Natural Resources Management and Biological Sciences Series, 0401 Individual Occupational Requirements (IOR).

This position has a positive education requirement (see qualification section for education requirements).You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

All selections and tentative offers of selection are contingent upon submission and verification of 'official' transcripts.

There is no substitution of education for experience at the GS-12 and above grade levels.
