Located in the Office of the Executive Director of the Bureau of Economic and Business Affairs (EB), Bureau of Energy Resources (ENR), Office of Global Partnerships (GP), and Office of Global Food Security (GFS). Serves as the Budget Officer with responsibility and oversight for all budgetary operations in EB, ENR, GP, and GFS. Responsible for the entire lifecycle of budgets for the supported bureaus and offices, including planning, formulation, presentation, implementation, and execution.
Duties
Provides the full range of budget formulation, oversight, control, and justification for all client bureaus and offices’ programs and operations.
Prepares budgets, financial plans, and reports, ensuring that funding is properly justified, allocated, and is consistent with client bureaus and offices and the Department’s priorities. Implements major reprogramming
Conducts the full range of budget formulation, implementation, execution, oversight, control, and justification for all bureau and office supported budget programs and operations utilizing a variety of different and unrelated analytical techniques.
Represents client bureaus and offices on resource planning and budget issues, at meetings with program managers, bureau management, representatives from the Bureau of Budget and Planning, and other relevant offices.
Establishes and maintains an integrated system of financial services which contributes to effective management and control of serviced bureaus and offices’ resource and program operations.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience formulating, justifying, and executing foreign assistance budgets.
Experience analyzing budget practices for public diplomacy and/or foreign assistance programs.
Experience providing oversight of and adjustments to foreign assistance and/or public diplomacy funds.
There is no substitute of education for specialized experience for the GS-14 position.
