About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Duties
Serve as the Cyber Operations Branch Chief in the Cybersecurity Division of a Regional Network Enterprise Center and as a Senior Information Assurance specialist in the Army Information Assurance Program for all Information Technology (IT) assets.
Provide advice and guidance concerning Cybersecurity/IA matters to the Cybersecurity Division Chief, RNEC and the serviced LNECs and DOIMs.
Serve as an alternate Installation Information Assurance Manager (IIAM) on all aspects of the Army IA Programs, such as Nonclassified Internet Protocol Router Network (NIPRNET) and Secret Internet Protocol Router Network (SIPRNET)
Ensure all regulatory requirements are adhered to in accordance with AR 25-2 and will manage execution of the RMF process, provide guidance and oversight of RMF accreditation to Regional customers and activities.
Maintain database of system C and A status, develops reports, and alerts system owners and proponents when accreditation documentation must be updated.
Manage execution of IT devices and networks utilizing the Security-focused Configuration Management (SecCM) processes and tools
Ensure compliance utilizing Enterprise Mission Assurance Support Service (eMass), and Secretary of the General Staff/System Network Approval Process (SGS/SNAP) database registrations.
Exercise direct supervision and control over civilian staff of administrative, technical, and support personnel.
Plan and assign work to be accomplished by subordinates; sets priorities and deadlines; reviews work projects; and accepts, amends, or rejects them.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain a SECRET Clearance with a Tier 3 background
investigation.
- This position requires the employee to occasionally travel up to 15% (in the most expedient
manner) away from the normal duty station. Government regulations will be followed for all
official travel.
- The employee may be required to work overtime.
- The employee may be required to work other than normal duty hours, which may include
evenings, weekends, and/or holidays.
- Call back and emergency duty are regular requirements of this position.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

To qualify based on your experience, your resume must clearly describe the following quality experience:
ensuring automation applications are in compliance with security regulations and procedures;developing policy and plans concerning the application the system authorization to operate process and the transmission or access to information from such operation; monitoring network and system operation and evaluating system compliance with IT security requirements; and providing staff direction and advice pertaining to the security of systems and networks.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
