This position is located in the Office of the Assistant Secretary for Administration and Management (OASAM), Business Operations Center (BOC), Office of Worker Safety and Health, Safety and Occupational Health Team. The incumbent provides management and program direction to an assigned staff that is responsible for the development, implementation, and evaluation of the Department of Labor's internal safety and occupational health program.
This position is outside the bargaining unit.
Duties
For GS-0018-14:
Responsible to coordinate, deliver, and evaluate a comprehensive safety and occupational health program for the Department.
Evaluate plans and designs for building maintenance and renovation activities for compliance with the Occupational Safety and Health Administration and National Fire Protection Association's regulations.
Review and analyze Department-wide policy, procedures, practices and guidance for the safety and occupational health program.
Prepare safety and health guidelines and regulations applicable to diverse environmental hazards for which precedent criteria are vague or non-existent.
Responsible for development and evaluation of the Department of Labor's internal safety and occupational health program in accordance with the Occupational Safety and Health Act of 1970, Executive Order 12196 and 29 CFR 1960, "Basic Program Elements for Federal Employee Occupational Safety and Health Programs."
Organize and conduct regular review and evaluation of DOL agency safety and occupational health programs for compliance and effectiveness in meeting injury/illness rate goals.
Participating in meetings/conferences conducted by the Field Federal Safety and Health Council, National Fire Protection Association, other federal agencies, safety and occupational health-oriented organizations and academia.
Review incident, injury and illness data for trends and develop special emphasis programs aimed at hazards contributing to significant injuries and illnesses.
Review facility design, renovation plans, and furniture purchases for DOL ergonomic resource implications.
Create, recommend, and communicate policies and procedures for safety and occupational health program management, hazard recognition and abatement in electrical and construction work, and industrial hygiene principles.
Conduct safety and health trainings and briefings and trainings.
Identify, evaluate and take corrective action to assess the effectiveness of the ergonomic process and make recommendations to ensure its continuous improvement and long-term success.
Develop, implement and oversee action plans to correct deficiencies and improve outcomes.
Manage and oversee the DOL-wide safety and health training program, utilizing state of the art delivery systems, including computer desk-top learning, distance learning, as well as traditional training methods and mechanisms.

Qualifications
You must meet the Specialized Experience to qualify for Safety and Occupational Health Manager, as described below.
For GS-14 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-14 includes: Training workers, supervisors, managers, safety and occupational health professionals and employee representatives on industrial hygiene topics and OSHA inspection protocol; Applying Federal OSHA protocols and policy while conducting OSHA inspections; Conducting inspections and applying OSHA standards and guidelines to work-related hazards, ergonomic-related hazards and recordkeeping issues.
