This position is located in the Integrated Operations Division, Cybersecurity and Infrastructure Security Agency (CISA). The Integrated Operations Division (IOD) prepares, plans, and manages CISA operations and the delivery of CISA capabilities and services to support the defense and security of our nation's infrastructure.

Duties

The incumbent of this position is the Associate Director for CISA Central within the Integrated Operations Division. The Associate Director for CISA Central serves as the executive agent related to the distribution and coordination of watch and warning functions for the agency. These duties include but are not limited to: improving the nation's capability and capacity to detect, prevent, respond and mitigate disruptions to physical, cyber and communications infrastructure. In addition, the Associate Director: Acquires necessary resources, including financial resources, to conduct an effective enterprise continuity of operations program. Maintains and enhances mission partnerships and operational coordination matters to complete the consistent flow of information on a routine basis between and among partners, to include the private sector. Provides situational awareness through the collection, maintenance and sharing of information related to threats to CISA equities. Leads staff in providing decision support and course of action development for senior leaders. Supports the Assistant Director for Integrated Operations in the development, implementation and management of the IOD strategic and annual operating plans.

As a basic requirement for entry into the SES, applicants must provide detailed evidence of possession of each of the Executive Core and Technical Qualifications listed below in a supplemental statement to assist reviewing officials in determining the best qualified candidates to be referred to the selecting official. Qualification and experience determinations will be based only on the information you submit. The application process used to recruit for this position is theTraditional-Method, Therefore, provide separate narrative responses, not to exceed two (2) pages for each of the Executive Core Qualifications (ECQs) and no more than one (1) page for each of the Technical Qualifications (TQs). Executive Core Qualifications: Applicants must submit a written narrative fully addressing each ECQ, not to exceed two (2) pages per ECQ for a total of no more than 10 pages. Current or former career SES members, or OPM SES Candidate Development Program (CDP) graduates are not required to address the ECQs. You will be evaluated on the following Executive Core Qualifications: ECQ 1 - LEADING CHANGE: You must have demonstrated an ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Leadership Competencies: Creativity & Innovation, External Awareness, Flexibility, Resilience, Strategic Thinking, Vision. ECQ 5 - BUILDING COALITIONS: This ECQ involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating. FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, Public Service Motivation. Mandatory Technical Qualifications (MTQs): All applicants must submit a written narrative fully addressing each MTQ separately, not-to-exceed one (1) page per MTQ. You will be evaluated on the following Technical Qualifications: MTQ 1: Ability to develop relationships and communicate effectively with senior leadership, government officials and stakeholder groups in a fast-paced environment. MTQ 2: Ability to deal effectively on complex homeland security-related issues with senior officials from all branches and levels of government and with other critical infrastructure/key resource owners, operators, and other stakeholders. MTQ 3: Expert knowledge of and ability to plan, coordinate and participate in developing and implementing policies and procedures for a variety of complex business management programs to include budget, budget formulation (out year program development), financial, human capital,contracts, procurement and acquisition programs that are of major significance. Challenge Context Action Result Model - For each of the five ECQs, provide two examples of your qualifications using the four C-C-A-R elements. Challenge. Describe a specific problem or goal. Context. Talk about the individuals and groups you worked with, and/or the environment in which you worked, to tackle a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale). Action. Discuss the specific actions you took to address a challenge. Result. Give specific examples of the results of your actions. These accomplishments demonstrate the quality and effectiveness of your leadership skills. Probationary period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES. FAILURE TO MEET OR FULLY ADDRESS EACH MANDATORY EXECUTIVE CORE AND TECHNICAL QUALIFICATIONS WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.
