About the Position: This position is located at the Army Medical Center Madigan Human Resource Office, Tacoma, Washington. The purpose of the work is to carry out projects to improve the efficiency and productivity of organizations and employees in administrative, staff and professional support activities. Provide advice and guidance to managers and supervisors on issues relevant to human resources and workforce planning, surveys, and results.

Duties

Conduct studies and surveys for a full-service medical center to analyze and provide recommendations on workforce planning and utilization involving staffing. Utilize established education and experience criteria and collaborates with managers to determine advanced in-hire or retention bonus rates hard to fill medical positions. Work directly with HR Service Centers, establishing rapport and cooperation with job offers and screening and employing applicants for various medical positions within the hospital.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation (NACI) (TIER 1).
  • Required to be screened for applicable immunizations.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.

Specialized Experience: One year of specialized experience which includes monitoring and analyzing requests for personnel actions to ensure they are complete before routing; acting as a liaison to monitor, coordinate and report on recruitment and other personnel actions such as classification actions, promotions, reassignments, details, civilian performance appraisals, incentive awards program, training, etc.; providing guidance to department/division chiefs on status and requirements in completing personnel actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Client Engagement/Change ManagementOral CommunicationStrategic Workforce PlanningWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
