The primary purpose of this position is: to serve as a senior professional Program Engineer Manager coordinating the development of plans, programming, designs and constructions of facility Sustainment, Restoration & Modernization, Military Construction/Unspecified Minor MILCON project activities in support of HQ 16 AF Information Warfare mission worldwide. Duties
DUTY 1: Represents HQ 16 AF enterprise as an expert knowledgeable facility engineer plans and program manager.
DUTY 2: Serves as an engineering consultant and technical expert to senior officials, intelligence specialists, program managers, and/or other agency representatives.
DUTY 3: Provides general engineering oversight for all facility and infrastructure SRM, and MILCON/UMMC projects at HQ 16 AF installations and enroute locations.
DUTY 4: Keeps abreast of emerging technologies, relevant software applications to ensure programmed development will not prematurely become obsolete.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.
BASIC REQUIREMENTS: 0801 GENERAL ENGINEER
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

Examples of creditable experience include: Extensive professional knowledge and mastery of advanced multidisciplinary engineering concepts, principles, practices, standards, methods, and techniques sufficient to apply experimental theories, principles, and concepts to project development, research, execution, and advisory services. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):? Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of a broad range of general engineering (mechanical, civil, electrical, and environmental) concepts, principles, and practices; and a knowledge of Air Force and HQ 16 AF SRM, MILCON/UMMC and demolition program goals and objectives.
2. Extensive knowledge of a broad range of multi-disciplinary professional facility engineering and construction standards, methods, practices, and techniques, materials and equipment to determine compliance with federal, state, and local codes (including host nations) and regulations.
3. Knowledge of health, safety, and environmental requirements and principles as outlined in applicable industry and governmental standards, regulations, and/or technical orders; knowledge of standard contracting regulations, practices, and procedures and knowledge of planning, programming and budgeting cycles, financial systems and restrictions on the expenditure of funds.
4. Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating into the planning, design, operations, maintenance, repair, and upgrade of installation natural/built infrastructure. Skill in preparing design concepts and ability to convey ideas and formulate working drawings using CADD/GIS and project management/scheduling software programs. Skill in written and oral communications to negotiate and reconcile differences of opinion with professional engineers in technical and administrative matters, and with representatives of other agencies, governments, MAJCOMs, and the private sector.
5. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions; and ability to access, extract and analyze automated data files. Ability to plan, conduct, and record site/facilities surveys, inspections, and coordinate with other engineering disciplines.
CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
