About the Position: This position is within the U.S. Army Mission and Installation Contracting Command. Their mission is to provide World Class products and logistics support. This position will exercise full range procurement analyst service.

Duties

Serves as Deputy Chief, Contracting Operations, Headquarters Mission and Installation Contracting Command (HQ MICC). The Deputy Chief, Contracting Operations (CONOPS), is responsible for assisting the Director, CONOPS, in top level execution and management oversight. Policy and guidance related to Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS) Contract Pricing; FAR/DFARS Contract Finance; Cost Accounting Standards; Cost Analysis Studies; Should Cost Studies. The Deputy serves as a principal advisor to the Director, Contract Operations, with relation to planning and execution, and is responsible for MICC execution of acquisition related to supplies and services. The Deputy ensures subordinate Commands, designated operational capability system (DOCS), Centers and other contracting activities and installations implement and execute policy and procedures. Applicable to diverse subjects such as contract finance, government furnished property, contract administration, type of contract and contract pricing. Participates in operational planning with top management and key operating officials to advise on the implications of proposed management decisions, and to recommend alternatives based on contracting considerations. Establishes and maintains liaison with headquarters counterparts, higher headquarters, and subordinate activities for mission and functional areas assigned. Coordinates with all levels of the command to initiate expeditious and effective action to ensure crucial planning for implementation of new programs and resolution of problems in critical areas.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time
  • Formerly Senior DAWIA Level 3. Selectee must meet position the Contracting Functional Area requirements for "DoD Contracting Professional" within 36 months of entrance on duty.
  • Unless waived by the appropriate Army official, or if the employee is Grandfathered under 10 U.S.C. 1736 (c) (1), Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.
  • Supervisory probationary period may be required.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.

Basic Requirement for Supervisory Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Executing Acquisition policy and guidance in a large and complex, geographically dispersed organization. 2) Performing the operational planning and execution of complex high dollar value contracts. 3) Reviewing the effectiveness of Contracting Operations through the use of data analytics. 4) Oversight of contracting policies to assure compliance with regulatory acquisition directives and guidance. 5) Overseeing the daily operations of contracting/acquisition operations through various methods (i.e., team leads, committee chairs) to ensure efficiency. 6) Providing managerial oversight for the personnel management of contracting/procurement staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03). The NH pay band covers grades 14/15 on the GS scale. This position is not subject to a salary control point.
