The Supervisory Alternative Dispute Resolution (ADR) Specialist will require expertise in conflict resolution, mediation, facilitation, conflict coaching, and other ADR techniques. Manage employees who facilitate fully compliant and effective alternatives to more costly, time consuming, and adversarial avenues to seek resolution to workplace disputes. Serve as a confidential, informal information resource, facilitator, consultant, and practitioner for employees providing dispute services.
Duties
Manage workload distribution for dispute resolution practitioners.
Set performance standards, assess work of employees, identify developmental and training needs of employees, and provide and/or arrange needed development and training.
Hear and resolve employee complaints and refer more serious grievances to a higher authority with recommendations for resolution.
Actively support special programs such as EEO, OAWP, Safety, Internal Controls, etc.
Participate with the director of ADR and other ADR program employees in planning for meetings of, and briefing the VA's ADR Council.
Regularly monitor the use of ADR both within formal administrative processes and outside of them as well as ensuring ADR is being offered and elected consistent with VA ADR goals.
Review proposed changes to policies across the span of authority of the VA.
Acquire knowledge of and stay updated on provisions of the Administrative Dispute Resolution Act of 1996 (Public Law 104-320).
Analyze conflict situations, describe conflict resolution options, consult with all parties, and utilize the most appropriate technique to assist employees in resolving their disputes.
Research and draft content for VA wide notification and other documentation that describe the program's purpose, structure and functions for application to all segments of the VA.

Specialized Experience:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves 1). Supervise dispute resolution practitioners, manage workload distribution, set performance standards, provide training and guidance, assess work of employees, identify and address training needs, hear grievances and complaints. 2). Experience identifying trends, problem areas, inefficiencies, and inconsistences in program operations and making recommendations to the Supervisory Program Specialist (GS-14) or the Director. 3). Experience in analyzing complex multi-party conflict situations to assist them with achieving resolution through a variety of ADR techniques in compliance with various rules and regulations, as well as collective bargaining agreements.
Education
There is no educational substitution for the GS-13 level.
