This vacancy is for an IT Specialist (INFOSEC) position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Duties

Primary skills include expertise in IT project planning and execution, understanding of mandatory security controls, clear understanding of the Enterprise IT infrastructure and architecture, and Department of Commerce IT policies. Resolves technical issues that may arise and works through difficult unique IT security situations that affect the enterprise. Maintains expertise in federal laws, regulations, and policies in the discipline of IT systems security and analyzes impact with regard to operational needs, cost, resources and consequences. Collaborates with senior level staff and other agency governance programs to facilitate the development of an efficient, effective, integrated governance model that aligns with IT strategic and governance initiatives such as the IT Strategic Plan.

Qualifications

Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: Planning advanced systems projects or resolve critical problems in existing systems which require innovative solutions. Advising top management on new developments and advanced techniques and represent the work groups established to develop IT policy initiatives and solutions to critical issues. Capacity to isolate and define issues or conditions, resolving critical problems in bureau wide systems, or developing new approaches and techniques for use by others. In addition to the above specialized experience, your resume must demonstrate one year of Information Technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Education cannot be substituted for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
