This position is part of the U.S. International Development Finance Corporation (DFC), Office of Development Policy (ODP), Development Impact Division, Impact Monitoring and Data Analytics team. The Impact Monitoring Data Specialist serves as a program specialist to strengthen the Agency's approach to monitoring and managing development outcomes in coordination with other divisions of ODP and across DFC's monitoring functions.
Duties
Provides guidance and analytical support to drive effective and high-quality development impact monitoring and management of projects consistent with DFC's impact theses across several sectors including agriculture, energy, health, infrastructure, and financial services.
Supports the impact monitoring plan for investments, including site visits, in coordination with other ODP teams and integrates data emerging from site visits into monitoring assessments.
Assesses investment-level (or project-level) performance against each project's initial development objectives and targets, relative to the investment or sector context, and relative to previously reported results.
Assesses portfolio performance, such as by sector, by cross-cutting thematic priority, or across the entire agency's portfolio. Identifies patterns in performance and areas of opportunity or future potential, suggests appropriate paths forward, and feeds learning back to the investment teams and the broader agency.
Manages the development and deployment of the annual Development Outcomes Surveys and other forms of impact monitoring.
Analyzes data and utilizes data storytelling techniques to contribute to preparation of dashboards, reports, and narratives on development impact profiles of DFC projects.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability to 1) Monitor, measure, and manage impact of projects in emerging markets in one (or more) of the following sectors/themes: agriculture, energy, health, infrastructure, and financial services; and 2) Analyze and manage large sets of development impact-related data.
Note: Education is not substitutional at this grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
