About the Position: Incumbent serves as the Budget Analyst for the National Occupational Health Center (NOHC) for the US Army Corps of Engineers. Financial advisor developing, maintaining, and executing the operating budget and appropriations for the NOHC.
Duties
Advises National Occupational Health Center (NOHC) Program Manager and NOHC staff regarding usage of appropriate funds for the operating budget and the award of medical contracts for managing funds control, funds scheduling, and funds execution.
Serves as the fiscal representative for the NOHC and interfaces with other district leaders supported by the functions of the NOHC.
Utilizes a thorough understanding of budgeting, statistical, analytical techniques and methodology, incumbent works with senior leaders reporting findings supporting daily operating activities.
Responsible for current year appropriation and control of funds maintaining and analyzing financial data regarding the NOHC for contract award and work in progress.
Determines the appropriateness of current funds control and budget analysis for all financial transactions within the NOHC.
Monitors the use and rate of project obligations and expenditures as well as receipt and reservation of funds.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Financial Management Certification level II must be obtain within months of on boarding the appointment.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).

Specialized Experience: One year of specialized experience which includes 1.) Experience in performing a wide range of budgetary duties and procedures in administering the formulation, execution, review, and control of assigned budgets. 2.) Evaluating data submitted for consistency with previous estimates and reviewing the changes in funding levels. 3.) Serves as technical and financial POC for all funding issues, acquisitions, and dissemination of management information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 ).
