About the Position: Performs a variety of budgetary and administrative functions in implementing the Division's budgetary program, policies, and procedures. Provides financial assistance in coordinating and managing the District's Real Estate mission.
Duties
At the full performance of GS-11, the incumbent will have the following duties:
Recommends transfer of funds between accounts in accordance with established policy when funds are needed to cover increases in obligations or expenditures, etc.
Provide guidance to managers with real time budget fund and projected change reports from an Enterprise financial management system(s).
Evaluate funding guidance and resource levels for adequacy to support mission objectives of assigned programs.
Develop and implement procedures and guidelines on the collection and reporting of program through the use of Financial Management.
Utilize techniques to conduct analysis and determine valid transactions, and research to resolve difficult or sensitive issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent of this position is required to have a Financial Management Certification Level II

In order to qualify, you must meet the education and/or requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) Monitor funds through the review of various computer status sheets and periodic reports; 2)Monitor and track obligations and expenditures throughout the execution phase; 3) Tabulates cost data on individuals projects and applies basic statistical formulas to budgetary data to illustrate the effects of changes in levels of funds for current projects; AND/OR 4)Utilize a financial management system such as, CEFMS to manage data and produce reports accordingly. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
