Duties
Performs as a NIICD supervisor for BLM employees and oversees daily work assignments for USFS, BLM, BIA and contract employees. Manages personnel and assigns duties to accomplish the workload of the NIICD.
Responsible for the development and implementation of the NIICD troubleshooting, maintenance, operational, safety and certification standards, as well as all procedures necessary to maintain all LMR equipment within specified standards.
Provides oversight and work assignments to a Incident Communications Section responsible for the maintenance, storage, troubleshooting, repair, future technologies, and updating of over 7,000 units of telecommunications/radio equipment.
Responsible for the property tracking and accountability of all BLM owned equipment and must have a working knowledge of USFS property regulations.
Manages multiple contracts related to the care and maintenance of radio test equipment ensuring calibration and latest industry standards are in place.
Oversees, tracks, and coordinates life-cycle replacement for all BLM owned equipment.
Provides technical leadership for programming authorized radio frequencies into radios, requesting frequencies, collaborating with other entities to write channel plans, and providing interagency collaboration on frequencies.

Qualifications
Specialized Experience:

For GS-13: To qualify for the GS-13 grade level, applicants must possess one year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular knowledge, skills and ability to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include knowledge of theories and principles of advanced electronics for a variety of highly technical equipment, performance of complex electronic maintenance work, maintenance which requires investigating, analyzing, testing, diagnosing, correcting and tuning of electronic equipment, solving a variety of highly complex technical problems, installing, testing, integrating, procurement of related supplies and equipment, developing policies, standards, and procedures for maintenance and installation of electronic systems equipment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
There is no substitution of education for specialize experience at the GS-12 and above grade levels.
