The incumbent serves as the Director of the Voice of America (VOA) within the U. S. Agency for Global Media (USAGM), the independent federal agency that oversees all U.S. Civilian international media. The mission of the USAGM is to inform, engage, and connect people around the world in support of freedom and democracy. The VOA Director has overall responsibility for planning, organization, and executing of all VOA operations.

Duties
As VOA Director, you will be responsible for duties to include, but are not limited to:
Responsible for the implementation of policies, programs, and technical standards to uphold VOA's status as a worldwide media leader. Ensures that VOA's content and activities align with the VOA Charter, and the Broadcasting Standards and Principles of the U.S. International Broadcasting Act of 1994.
Contributes to USAGM strategic planning, budget formulation, and other agency-wide processes.
Participates in efforts to enhance strategic cooperation between the USAGM entities, as well as collaboration and coordination among them when creating and distributing multimedia content.
With other USAGM entity heads, advises senior agency officials, the CEO, and the International Broadcasting Advisory Board on matters pertaining to U.S. international media.
Represents the VOA with senior officials of the State Department, the White House, other USG agencies, outside organizations, including major media entities, and various other associations and groups.
In coordination with the CEO, represents VOA in meetings relating to budget and other issues with the Office of Management and Budget, Congress, and other stakeholders.
Establishes and maintains working relationships with representatives of foreign governments and organizations to promote cooperation and planning for mutual benefit.
Liaises, in coordination with other agency officials, with VOA's media partners around the world and actively promotes the global VOA brand through speaking engagements, participation in events such as international broadcasting conferences, and media appearances.
Adapts to constant complex changes to access audience markets, deal with legal requirements of the target countries, and finds ways to deal with digital and other censorship and misinformation and disinformation campaigns, including the use of newly developed techniques using artificial intelligence and deep-fake audio-visual misinformation.
Oversees the development and distribution of content, placement, advertising, and promotion strategies that extend the reach of content by any medium, whether delivered by broadcast, online, or mobile.
Employs modern communication techniques and technologies, using a multi-media strategy to achieve objectives, using cross-border SW/MW, FM and TV affiliates, TV direct-to- home, Internet-based websites, mobile distribution methods, SMS, and other digital platforms.
Oversees the use of social media, advertising, and other promotion to attract audiences.
Requirements
- U.S. citizenship is required.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to complete a pre-employment security investigation and background check for the security level designated for this position.
- This position is not eligible for inclusion in a bargaining unit.
- All federal employees are required to have direct deposit.
- You may be subject to a one-year probationary period effective from the date in which you are appointed unless this probationary period has already been served.
- Selected candidate will be required to submit Executive Branch Personnel Public Financial Disclosure Report, OGE Form 278.
- Veterans' preference is not applicable to the Senior Executive Service.

Qualifications
As a basic requirement, applicants must demonstrate progressively responsible executive leadership experience that is indicative of senior level managerial capability managing a large news organization and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs) listed below.

MANDATORY TECHNICAL QUALIFICATIONS (MTQ):
MTQ 1: Media, Communications, Broadcasting and Journalism Acumen - This qualification requires demonstrated experience leading coverage of major and sensitive events in a large news organization (e.g. BBC, Wall Street Journal) extensive management experience in journalism, news reporting, broadcasting and media, and expansive knowledge of international media and communications practices and procedures and of cutting-edge communication techniques, services, and emerging technologies. Competencies: Media and Communications and Journalism.
MTQ 2: Influential Organizational and Administrative Management Acumen - This qualification requires demonstrated experience managing large organizations, raising the profile of the work of that organization, transforming the organization with change management skills; experience negotiating with senior officials, executives of major institutions and senior government officials both in the U.S. and abroad; and extensive experience planning, coordinating, executing business functions, resource allocation, and product. Competencies: Administration and Management, and Decision Making, Change Management, and Influencing/Negotiating.
MTQ 3: Foreign Policy and Current Events Acumen - This qualification requires extensive knowledge and understanding of domestic and international affairs and U.S. foreign policy; an awareness of and sensitivity to cultural and political influences affecting global audiences; and extensive knowledge of world wide geo-political and economic events; demonstrated knowledge of press freedom issues, and political and policy awareness at a level, which will provide for sensitivity in judgments made on highly controversial matters. Competencies: External Awareness, and Political Savvy.
