You will serve as a ENGINEERING TECHNICIAN (ELECTRICAL) in the Production Division of NAVAL FACILITIES ENG COMMAND MARIANAS.

Duties
You will review, assess, and resolve complex diverse utilities equipment and system problems; provide advice and solutions; and assist the COR on technical matters requiring extensive knowledge of utility operations and maintenance practices.
You will install instrumentation to monitor utility system operations to identify specific problems and make recommendations for problem resolution.
You will provide technical assistance to COR during utility construction projects and utility connections; review and make recommendation on construction contractor's technical submittals and requests for information.
You will operate various computer aided engineering design programs or tools, produce work orders, review and verify the accuracy of as-built drawings, and provide support on Geographical Information System (GIS) drawings for utility systems.
You will make site visits to determine utility equipment condition and develop recommendations for repairs and equipment notification.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
- Must be able to obtain and maintain a U.S. Passport.
- May be required to obtain a VISA dependent on the overseas country's laws/regulations.
- You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

Qualifications
GS-11:
Your resume must demonstrate at least one year of experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: resolving complex and diverse utilities equipment and system problems; assisting the Contracting Officer Representative on technical matters requiring extensive knowledge of utility operations and maintenance practices.

Series Definition

Basic Requirements:
Specialized Experience (for positions at GS-4 or equivalent and above):
Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
- Planner and estimator who analyzed designs for production purposes.
- Instrument maker or model maker who performed design or development work on devices fabricated.

Certification:
Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.
