The primary purpose of this position PROGRAM ANALYST GS-0343-9 target 11, is to serve as Wing program coordinator and/or project chairperson for a broad range of program analysis assignments involving varying functions and management levels across the 448 Supply Chain Management wing.
Duties
Serve as wing-level point of contact and manager for various administration programs and projects.
Gather data, perform analysis and prepare written staff studies and oral presentation which appraise the degree to which program objectives are being achieved.
Present staff studies, special project reports and program indicators to 448 SCMW Management and/or staff in the most suitable forms, in proper perspective, and in sufficient depth for staff decisions and actions.
Chair or attend regularly scheduled annual ad hoc meetings pertaining to assigned functional/program areas.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental (e.g.: GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-09
SPECIALIZED EXPERIENCE: Applicants must at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-07) level or equivalent (grade level, pay schedule, pay band, etc.) and is described in detail in their resume. An example of creditable specialized experience includes: Knowledge of principles, concepts, and theories of the program analysis, and the standard practices, methods, and techniques to perform difficult, but well-precedented assignments; ability to perform analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-11
SPECIALIZED EXPERIENCE: Applicants must at least one year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-9) level or equivalent (grade level, pay schedule, pay band, etc) and is described in detail in their resume. An example of creditable specialized experience includes: comprehensive knowledge of a range of management planning and management concepts, principles, practices and methodologies; skill and ability to prepare reports and in organizing and delivering briefings to managers to facilitate the necessary information reaching the management chain with prescribed timeliness; knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization; knowledge of a wide range of managerial principles, practices, and requirements to evaluate the effectiveness of programs in meeting established objectives; skill in overseeing and managing programs of differing complexities and scopes, and having unique issues, goals and objectives.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of 448 SMW and AFSC directives, concepts, procedures, guidance, and policy.
2. Knowledge of the relationship of various wings and production entities involved in overall program planning.
3. Ability to plan, organize, and manage project with limited management assurance and prioritize workload for efficiency and effectiveness.
4. Ability to communicate effectively both orally and in writing, negotiate complex issues and maintain good working relationships.
5. Skill in conducting meetings with employees, supervisors, and management officials within the 448 SCMW and to present and obtain information and guidance concerning a wide range of projects and programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
