Serves as Supervisory Environmental Care Specialist in the Environmental Program Section of Facility Management Service. The Environmental Program encompasses the sanitation, waste program, integrated pest management and other related program elements to provide service support of direct patient areas. It's functions has a significant effect on patient care and employee morale, coordinates effect to impact every area of the VACHS.

Duties

Major duties and responsibilities include, but are not limited to: Plans, coordinates, organizes, directs, interprets, selects, applies regulatory requirements , reference standards to monitor and ensure compliance with all pertinent safety, infection control, continuous quality improvement, JCAHO, federal, state and VA procedures and regulations related to waste handling operations, environmental sanitation, maintenance of supplies/equipment and other related functions regulated by federal and state agencies. Assists in implementing and maintains a Quality Management Plan in order to provide a systematic and rational process for the ongoing monitoring and evaluation of the quality of services provided, utilization of resources and identification of areas of risk to the HealthCare system. Plans, coordinates, organizes, directs, supervises, evaluates management process for the environmental sanitation and waste handling program which includes setting qualitative and quantitative standards. Assists in the development of policies and procedures on the methods, techniques, and procedures necessary to integrate the Sanitation Division to program elements. Assigns and explains work requirements to subordinate supervisors maintaining a balance workload among units. Reassigns housekeeping aids and supervisors among shifts and units. Assists in implementing and maintains a Quality Management Plan in order to provide a systematic and rational process for the ongoing monitoring and evaluation of the quality of services provided, utilization of resources and identification of areas of risk to the HealthCare system Coordinates activities of the Housekeeping units allowing prompt and effective responses to complaints concerning a variety of customer service issues, equipment and supplies registered by customers and employees. Recommends equipment needs by analyzing function in order to determine the type and amount of equipment needed in order to efficiently and effectively complete each assigned task. Evaluates supplies in order to identify products which effectively perform the required task at the lowest possible cost. Makes inspections of areas and evaluates compliance to work schedules and work progress. Responsible for the training program requirements, mandatory, in-service, and on-the-job training sessions as per schedule in order to meet the established amount of training hours required for employees for the performance measure. Provides input on Sanitation operations to assist in determining budgetary needs by reviewing historical records, performing supply usage studies, analyzing current workload, reviewing inflation trends and other market factors, considering possible changes in workload due to changing patient population, or expected program or mission changes at the Hospital. Monitors and tracks generated waste, maintains records pertaining to Medical Center generated wastes and recyclables, to include tonnage and disposal costs. Keeps the Supervisor apprised of goals and accomplishments and problems as they arise. Works directly with the Supervisors and recommends to Section Chief to determine staffing needs and to report changes in staffing in various areas of the facility. Participates in Medical Center environmental rounds as per establish schedules and guidelines. Must assess the quality of work performed by Environmental Sanitation Section. Perform planning and estimating of a variety of work in the repair major modification and new construction and/or remodeling of installation facilities. Oversees a waste program to collect and dispose of: general waste, bio-hazardous waste, and recycling waste generated at the Hospital. Participates in reviews of specifications for general refuse, bio-hazardous waste, and recycling contracts, assists in the administration and monitoring of the contract. Ensures that the handling of bio-hazardous waste and special waste are in compliance with all Federal, State and Local government laws and regulations. Supervises Housekeeping Aid Supervisors to accomplish the work of the EMP Housekeeping Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other actions in more serious cases. Section, EMP. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. SELECTIVE PLACEMENT FACTORS Must be proficient in oral and written English language. Must be proficient in oral and written Spanish language. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in aseptic cleaning techniques and procedures to effect a bacteriological clean hospital environment. Experience utilizing of tools, equipment and supplies used in environmental sanitation hospital cleaning. Extract from reports data for use in the final preparation of reports. Plan, coordinate, organize, direct, supervise and evaluate management process for the environmental sanitation and waste handling program. Coordinate activities of the Housekeeping units. Assist in implementing and maintains a Quality Management Plan. Collect and analyze data, statistics, surveys, fact-gathering, and related information to prepare periodic and/or special reports/correspondence. Serve as Contracting Officer Representative. Supervisory experience. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent graduate degree. Physical Requirements: The duties involve frequent walking, standing, bending, climbing or lifting and carrying items, equipment and supplies.
