This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations.
This position is located in the Office of Economic Analysis, Energy and Economic Security Division, Bureau of Intelligence and Research (INR/ECON).
Duties
Serves as an expert on international investment security and the People’s Republic of China's economic activities and relations with other countries for the Department, the Intelligence Community, and other Federal agencies.
Drafts, presents, and defends policy-relevant intelligence analyses for Departmental and other Federal officials.
Participates in or chairs Intelligence Community or other interagency working groups preparing intelligence analyses and assessments and setting intelligence priorities bearing on U.S. foreign policy positions
Serves as the Department’s lead officer in implementing intelligence support for regional and country specific issues as they pertain to the countries in the assigned geographic or functional specialty area.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience producing policy-relevant economic assessments that involve the research and analysis of information derived from a variety of sources.
Experience providing advice, guidance, and consultation to senior officials with regard to the interpretation and application of intelligence reporting.
Experience with U.S. Intelligence Community including mission, members, and policies.
Experience advising, guiding, and providing consultations to senior officials with regard to the interpretation and application of intelligence analyses.
There is no substitute of education for specialized experience for the GS-14 position.
