Description of the Working Environment: Work is performed primarily in an office setting.
Duties
Manages and provides technical advice and guidance regarding a wide variety of military Human Resources (HR) programs; Interprets, develops, implements, and administers a variety of staff assignments in various military HR program areas.
Analyzes significant military HR management issues and problems and develops recommendations and alternative solutions.
Provides guidance, interpretations, training and/or briefings on current and proposed policies to commanders, managers, and other key officials.
Manages and provides technical advice and guidance regarding the establishment and maintenance of pay accounts; processes, audits and edits of the complex pay actions.
Reviews master military pay account transactions and reports; Researches complex pay complaints and issues involving fraud, waste and abuse and responds or provides information.
Provides accurate and timely guidance to requests for information; Composes correspondence to clarify questionable areas; Compiles and analyzes data to identify trends, deficiencies and accomplishments.
Manages personnel, finance, and automated systems activities; Prepares reports and presents briefings.
Supervises the daily activities of personnel within the satellite center; Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and sets deadlines for completion of work; Assigns work to subordinates.
Gives advice, counsel, and instructions to employees on both work and administrative matters; Interviews candidates for positions in the organization and makes recommendations; Effects minor disciplinary measures.
Identifies developmental and training needs of employees; Provides or arranges for needed development and training.

In order to qualify, you must meet the education and/or requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized experience: One year of specialized experience which includes utilizing knowledge of military personnel, finance and administrative regulations; operations procedures to manage military personnel programs; review military personnel and pay actions and resolve complex military pay issues; and compliance with internal controls and inquiries. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.
