The position serves as an advisor performing work involved in planning, directing, coordinating, and executing a wide range of grant program services and grants management process improvement for FHWA. Identifies and analyzes priority areas or functions for emphasized coverage because of particular interest, urgency, or other needs. Exercises responsibility for program management, policy development, and process improvement efforts for the grants management process.

Qualifications

For the GS-13:
On Experience, you must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included:
Experience using various data management tools, such as Excel, Access, PowerBI, etc., to analyze and to derive innovative findings from multiple data sources and then effectively display emerging concepts to that foster understanding for enhanced decision-making for multiple customers and stakeholders; AND
Experience planning, evaluating, and advising on transportation programs, including experience analyzing and evaluating data to identify program issues and/trends and advising on solution; AND
Experience in formulating and advancing program or agency goals, including project or program management.
For the GS-14:
On Experience, you must have at least one year of experience, equal or equivalent to the GS-13 grade level, which included:
Experience independently developing, implementing, and evaluating the effectiveness of transportation programs, which may include experience leading and/or training on the analysis, identification, and resolution of program issues; AND
Experience in formulating and advancing program or agency goals, including project or program management.
You cannot use education to qualify at grades 12 and higher, you must have experience.

Grants Management - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
