Duties
You will serve as the Supervisory Operations Research Analyst for the Deputy Chief of Naval Operations (Integration of Capabilities and Resources), within the Assessment Division, Campaign Analysis and Modeling
You will manage, lead, and supervise others including civilians and reserve/active duty military officers.
You will represent the Director on panels, committees, meetings, and at other deliberations relating to Modeling and Simulation and data management.
You will utilize skills in the design, development, adaptation and innovation of mathematical, statistical, econometric and other rigorous methods that inform Navy budgetary decisions.
You will lead joint campaign modeling efforts for the Navy in coordination with the other military services, Office of the Secretary of Defense, and Joint Staff.
You will utilize skills in software architecture, programming, database development and management techniques to lead the design, development, execution, testing, and review of improvement efforts.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 or pay band in the federal service or equivalent experience in the private or public sector showing mastery in the field of operation research analysis, applying knowledge in solving practical problems, and improving analytic methods and models using a rigorous application of scientific methods of inquiry and analysis. Specialized experience must demonstrate performing duties such as: 1) Applying advanced, analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques to solve problems in need of immediate material solutions using statistical analysis; 2) Develops, maintains and executes long-term roadmaps that improve analytic capabilities through models, methods and underpinning data; 3) Performs supervisory duties as well as being responsible for team leadership, directing and coordinating the daily operations and activities of other senior analysts to include military officers, Federal scientists/engineers, and contractor support personnel; 4) Provides oversight of the World Class Models initiative, to include development of Modeling and Simulation (M&S) improvement proposals; analysis and prioritization of candidate projects; budgetary and financial management of World Class Model resources; advising senior leadership on cost vs. benefit analysis of potential projects; and oversight of project execution; and 5) Utilize skills in software architecture, programming, database development and management techniques to lead the design, development, execution, testing, and review of improvement efforts.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
