The incumbent serves as the Program Manager for Outreach & Evaluation in the Office of Science Education & Diversity. The incumbent analyzes and evaluates, on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives, also integrating program financial, technical, and other information.

Duties

Analyzes and evaluates, on a quantitative and/or qualitative basis the effectiveness of programs or operations in meeting established goals and objectives, also integrating program financial, technical, and other information. Analyzes branch priorities and provides a wide range of liaison services to support program and/or administrative functions, including the development and implementation of policies and procedures for the branch and its programs and activities. The incumbent develops detailed plans, goals, and objectives for the long-range implementation, administration and change of the assigned program(s). Develops criteria for evaluating the effectiveness of the program(s). The incumbent independently serves as the lead and is specifically responsible for coordinating and organizing the facilitation of the following branch programs and activities: tours and information sessions, community forums, Speakers Bureau events, and meetings and information sharing for the NIEHS Partners - representing the NIEHS as appropriate. Responsible for development and translation, and implementation of educational objectives. Develops methods to enhance and facilitate communication with other agencies, corporations, public representatives, and members of the extramural community.

Requirements

Qualifications

You qualify at the GS-13 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1. Leading the development of participant surveys using platforms (e.g., Survey Monkey, Qualtrics, Google Forms) to gather quantitative, qualitative, and sentiment data on programmatic and administrative functions (e.g., program analytics, contracting, budget, active engagement). 2. Collaborating with cross-functional teams and senior leadership to develop automated data visualization tools/dashboards (e.g., PowerBI, Qlik Sense, Tableau) that enable data exploration, monitoring, and interpretation. 3. Orally presenting data findings, recommendations, and technical information, including statistical data, to stakeholders and leadership. 4. Evaluating organizational, administrative, and/or programmatic processes, including operations, budget administration, program implementation and facilitation, and providing suggestions for improvement. AND 5. Leading large and complex data analysis projects (e.g., over 100 data categories, unstructured data, relational schemas) that resolved critical organizational and programmatic issues, discovered trends, and informed decision-making for leadership.
