Duties
This Transportation Security Specialist position is located in Policy, Planning and Engagement (PPE), Surface Division, Policy Development Branch, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as senior team leader and principal technical specialist for major projects in the evaluation of trade-offs and risks associated with all proposed security policy options for domestic and international transportation systems.
Evaluates the impact of proposed surface transportation security policies, including redundancies and impacts to core security operations and workforce and the operations of surface modes of transportation.
Provides a fact-based analysis to support policy decisions and makes recommendations for the most effective and efficient surface transportation security policy proposals.
Provide broad policies and general guidance and allow considerable discretion to develop new and innovative approaches.
Performs acquisition related activities such as developing Statements of Work (SOW), procurement Requests, monitoring contract related activities, and serving as Contracting Officer Representative (COR) on contracts.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Conducting analysis of surface transportation security programs and policies; and
Drafting and/or reviewing documents (e.g. policy guidance or reports); and
Recommending changes to practices and procedures to better conform to surface transportation security policies, directives and regulations.
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Providing technical advice or guidance on surface transportation security laws, policies and regulations; and
Conducting research or analysis of transportation security policies or processes in order to ensure compliance with rules and regulations; and
Identifying issues, discrepancies or inconsistencies with transportation security policies or procedures.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
