This position is in the Grounds Department of Environmental Management Service (EMS) at the Ralph H. Johnson VA Medical Center in Charleston, SC. The primary purpose of this position is to provide warehousing, distribution and receiving of supplies goods and equipment.
Duties
This position is covered by NAGE bargaining unit. Per the NAGE Master Agreement, the Area of Consideration will be:
1st Area of Consideration: Current permanent Facility (including satellites) employees
2nd Area of Consideration: Current Permanent VA employees
3rd Area of Consideration: All other Status candidates
Major duties and responsibilities include:
Receives and process incoming shipments. Unloads, inspects, and tally stock items; assuring quantities and type of items is consistent with shipping documents.
Palletizes and assembles stock in temporary warehousing/storage area.
Assumes custodial and property responsibility for, stock as it is received, warehoused, selected and issued.
Plans item locations within a prescribed storage plan. Makes routine changes in the storage plan as necessary.
Makes in-storage checks for obvious need for maintenance, vermin control, and damage, reporting findings to supervisor for action.
Selects proper item for issue. Coordinates in proper locations on phase I and phase II issue lines.
Determines the need for replenishing items in the work area. Orders additional stock from backup warehouses as needed.
Assists in developing plans for storage and arrangement of stock in accordance with VA regulations and requirements that determine the configuration setup, movement, rearrangement, and traffic flow.
Performs periodic and formal semi-annual inventories. Determines the basis for over, short, or misplaced items by checking items on hand against records.
Works on own initiative to consolidate materials and provide maximum space utilization and protection of materials.
Coordinates incoming and outgoing shipments and placement of materials on the docking area, which may require scheduling personnel to facilitate movement of materials in accordance with priorities, scheduling requirements and space allocations for multiple service lines.
Receives, stores, and moves hazardous and toxic materials and substances, such as certain types of chemicals or radioactive materials, in accordance with facility and regulatory requirements.
Drives vehicles, trucks or vans not exceeding 26000 pounds gross vehicular weight, with electrical or hydraulic lift

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work involves considerable walking, pushing, and pulling a variety of carts and materials handling equipment. Works offloading and loading trucks, lifting products on and off-shelves, handling boxes frequently weighing over 40 pounds. Will frequently handle equipment, furniture, and materials of an awkward and heavier nature more than 100 pounds. These items are typically handled using specialized equipment and/or assistance of coworkers. Greater physical effort may be required on projects involving the movement of large quantities of product over an extended period including, but not limited to, turn-ins, large shipments, and deliveries. While operating vehicles, may be required to exert a greater level of physical exertion while backing and turning trucks, operating forklifts, or hand trucks on uneven terrains and uncertain conditions.
Working Conditions: Required to work in storage buildings, pods, trailers, vehicles, and warehouses that may be hot, cold, drafty, and poorly lighted. Will be required to work outdoors, on docks, making deliveries in all types of weather conditions during all seasons. Hazardous materials may be encounter in daily work activities. Duties will be subject to the possibility of trips, falls, scrapes, cuts, bruises, or injury from the use of equipment. All types of Personal Protective Equipment (PPE) may be required. Will be subject to conditions that could result in serious accidents; precautions will be taken.
