About the Position: Serves as an Environmental Protection Specialist under the direct supervision of the Environmental Branch Chief in the Directorate of Public Works at the United States Army Garrison Pohakuloa Training Area.
Duties
You will serve as the Manager for the Transfer Accumulation Point (TAP) and provide oversight of day-to-day operation.
You will administer the installation-wide hazardous materials (HM) management program and the solid waste and hazardous waste (HW) management program.
You will implement management programs for two or more of the following environmental programs: Emergency Planning Community Right to Know Act (EPCRA), Affirmative Procurement, Recycling, Pollution Prevention, Used Oil Management, Storm Water, etc.
You will provide technical advice and guidance on matters relating to the development, execution and maintenance of environmental protection programs to PTA supervisors, tenant activities, and rotational training units.
You will oversee the PTA recycling yard contract, review the scope of work of the recycling contract and ensure that contract gets updated to remain in place.

- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes assisting with the administration of an Environmental Program; conducting analysis of environmental issues to resolve environmental or compliance problems; and assisting with the interpretation of environmental regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Environmental Science, Sustainability, Environmental Engineering.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages..
