This position is located in the Human Research Protection Program of the Research and Development Service at the VA Medical Center in San Juan, PR.
Duties

Major duties include, but are not limited to:
Educates the research community on the protection of human subjects in research and the policies and procedures of VA research and development;
Advises Principal Investigators (PIs) and Study Coordinators on the technical aspects, rules, and regulations regarding the conduct of human studies;
Pre-reviews all studies, evaluating new submissions, ensuring consistency with VA requirements, and corrects deficiencies prior to submission to the Institutional Review Board (IRB);
Demonstrates expertise on tissue banking requirements, informed consent development/process, and analysis of protocols;
Determines, reviews, obtains signatures, and submits the appropriate regulatory documents required for each study;
Modifies documentation and analyzes and reworks protocol as needed and determines when projects are ready to be submitted to IRB;
Provides recommendations to the PI to ensure compliance with legal, ethical, and procedural regulations;
Recommends changes to local policies, procedures, and tracking methods to ensure the research program meets any new requirements for human studies;
Ensures the rapid turnaround of protocols to investigators while working multiple protocols simultaneously;
Monitors, analyzes, and tracks the ongoing progress of the program by correlating trends of issues and preparing reports detailing the current status of the program;
Tracks trends in protocol and consent development to ensure that future projects are handled appropriately;
Maintains computer databases to allow for the accessibility of information to make informed decisions;
Provides technical advice on writing grants and proposals;
Performs related duties as required.
Work Schedule: Monday to Friday, 7:30 am until 4:00 pm

Qualifications
LANGUAGE PROFICIENCY: This position requires the ability to read, speak, and write both English and Spanish.

SPECIALIZED EXPERIENCE: One year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in Federal service. Specialized experience includes: providing administrative support to a research program/project; overseeing and refining computerized databases to allow for timely tracking of research projects; and verifying adherence to quality assurance plans and requirements to prevent erroneous transactions and ineffective work practices. This experience must be detailed in your resume to receive credit.

EDUCATION: A master's degree, equivalent graduate degree, or 2 years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts required.

Physical Requirements: The work of this position requires sitting, standing, bending, reading, and writing. Walking is required to attend meetings. Typing is performed to develop forms, reports, and presentations. Work is performed in a business office with the usual office sounds of typing, conversations, ringing telephones, and interruptions. Travel is required for training when necessary.
