About the Position: The incumbent coordinates plans for the employment of engineer resources to meet U.S. Army Corps of Engineers USACE responsibilities per Public Law 84-99. This position develops training programs for POH employees in emergency/disaster operations activities as prescribed by Public Law 84-99, Schedules courses, arranges for instructors, obtains training aids, develops lesson materials, conducts courses, as well as participates and observes test operations and exercises.
Duties
Assists in preparing regulatory guidance for USACE Pacific Ocean Honolulu (POH) District's natural disaster preparedness/operations.
Develops annexes to supplement disaster assistance regulations/field observation team manuals.
Coordinates with military commands, and State and local agencies to verify information, develop plans for natural disasters.
PL84-99 Inspection of Completed Works (ICW) Program Manager to include budget development.
Develops plans to manage a program for the inspection of completed USACE flood/shore protection, and non-federal control works within POH civil works area of responsibility.
Coordinates disaster preparedness program requirements with POH elements.
Develops training programs for POH employees in emergency/disaster operations activities as prescribed by Public Law 84-99.
Schedules courses, arranges for instructors, obtains training aids., develops lesson materials, and conducts courses.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is designated as deployable.
- A medical examination will be required.
- Up to 20% of temporary duty (TDY) travel required.
- Must be able to obtain and maintain a Secret security clearance required.
- This position may require rotating shifts during emergencies or training exercises.
- This position is subject to 24-hour recall to perform emergency response duties.
- This position may include tour(s) of duty on weekends or nights to support training for or during actual emergency operations.
- A valid State driver's license is required.
- This is a CP-12 position. Training in accordance with the CP12 ACTEDS Plan at the identified grade level is required for personnel filling these positions.

Specialized Experience: One year of specialized experience which includes experience in hazard emergency planning; emergency management exercise development and facilitation; financial management systems; deployment of personnel to federal disasters; use of personnel tracking database; federal levee inspection and rehabilitation; and utilization of the national accredited emergency management planning standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
