The position serves as an Audiovisual and Photography Specialist within the Digital Media and Design team, under Veteran Benefits Administration (VBA), Office of Communication (OOC). The incumbent is responsible for independently utilizing multimedia-based tools and information to support and enhance the communications process.

Duties

Specific duties include: Collaborates with senior leadership to create various audiovisual employee-centric Public Service Announcements (PSAs) and other messaging that emphasize pre-decisional labor policies and procedures. Performs video production work and is responsible for setting up cameras, lighting equipment, teleprompter, sound equipment, and other operating equipment at location sites. Responsible for arranging and operating equipment for live and live-to-tape events throughout the Department, delivering and setting up audiovisual equipment for official meetings and briefings, and training other employees on usage of audiovisual equipment. Creates and manages the production process, and/or directs and edits the production of videotaped and live programs; teleconferences; or other similar productions, with sound accompaniment. Directs, produces, and/or edits videotaped and live programs, teleconferences, and/or other similar productions, with sound accompaniment. Controls the artistic and creative aspects of the production and/or oversees all postproduction processes associated with pre-recorded productions including ensuring that all products adhere to VA's 508 compliance guidelines. Routinely handles unprecedented jobs that require customized and artistic photo products, requiring expert skill to reproduce high-quality products from conventional digital images using highly specialized equipment including proper use of photo editing software under pressure and short deadlines. Ability to utilize equipment, techniques, and processes that must be developed, created, or modified to adapt to a wide variety of locations and situations. Ability to maintain records for reporting purposes to ensure accurate, up-to-date production figures. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:02/13/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-12 Grade Level: Applicants must have one (1) year of specialized experience equivalent to at least a GS-11 that has equipped them with the knowledge, skills, and abilities to successfully perform the duties of the position. Candidates must show demonstrated experience and comprehensive knowledge in managing the entire audiovisual production process, from planning and recording to editing and final delivery, across various formats and mediums. Examples include, but are not limited to: Specialized Experience: Experience in initiating and advising the production workflow, as well as editing both recorded and live programs, teleconferences, or similar productions, while incorporating sound accompaniment. Background in the use of video production software to manipulate video and audio to achieve the desired impact, information, or goals. Demonstration of arranging and operating equipment for live and live-to-tape events. Experience in conducting subject and story research to verify accuracy, comprehensiveness, and balance of information. Operation of standard and highly specialized digital still cameras, photo printers, and photography software. Reproduction of high-quality products from conventional digital images using highly specialized equipment including proper use of photo editing software under pressure and short deadlines. Capability to set up video production and camera equipment including accessories, such as tripods, lights, props, background pieces, and processing systems. Utilization of equipment, techniques, and processes that must be developed, created, or modified to adapt to a wide variety of locations and situations. Performance of preventive maintenance and minor repairs including diagnosing and correcting operational problems not involving electrical or major mechanical faults. GS-13 Grade Level: Applicants must have one (1) year of specialized experience equivalent to at least a GS-12 that has equipped them with the knowledge, skills, and abilities to successfully perform the duties of the position. Candidates must show demonstrated experience and comprehensive knowledge in managing the entire audiovisual production process, from planning and recording to editing and final delivery, across various formats and mediums. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
