Duties
PURPOSE OF POSITION AND ORGANIZATIONAL LOCATION: The primary purpose of this position is to serve as the NORAD J3 Chief of Radar Interference Branch, the NORAD and USNORTHCOM designated lead (accountable through the N/J3 and the NC/J3) in support of both NORAD and USNORTHCOM missions, in particular aerospace warning and aerospace control.
Plans, organizes, and directs the activities of NORAD's Radar lnterference Branch in national/bi-national mission implications, ensuring that branch activities comply with legal and regulatory requirements
Maintains continuous liaison with national/bi-national defense offices (DOD/DND), Military Service headquarters, and other federal/state/local offices during the performance of duties and studies that assess operational impact of government-level energy and urban development on DOD/DND aerospace surveillance and air defense missions
Exercises supervisory personnel management responsibilities in the performance of Branch duties
Provides oversight and direction on Operational Risk Assessment (ORA) Production Requirements
Supports the Federal Aviation Administration's Obstruction Evaluation and Airport Airspace Analysis (FAA OEAAA) Review Process
Provides frequency spectrum status and technical assistance on frequency spectrum reallocation effects on NORAD missions

Qualifications
The employee must obtain and maintain a Top Secret security clearance as a condition of employment.
This position is designated Critical-Sensitive (TS), is a Testing Designated Position, and is subject to drug testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of regulations, procedures, and policies related to NORAD-USNORTHCOM missions. In order to analyze and evaluate extremely complex NORAD and USNORTHCOM requirements and command and control programs and issues, to determine emergent operational risks and assigns tasks to analyze risks and determine solutions to mitigate risks; expert knowledge of U.S. National Policy as well as Bi-National Policy and agreements (NORAD Agreement, Terms of Reference, etc.); knowledge of the mission, roles, functions, organizational structure, and operation of the DOD, Air Force, and user commands that govern, interface with. And/or influence assigned programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert level understanding of each of NORAD's three Regions' missions and response postures; extensive knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the NORAD Aerospace Warning and Aerospace Control missions.
Extensive knowledge of long range radar and other aerospace surveillance capabilities and their value in performing air defense and air security operations; extensive knowledge of joint/combined staff and air staff processes at the NAF level and above.
Knowledge of Air and Space Integrated Tactical Warning and Attack Assessment operations, Command and Control Integration, NORAD future operations planning, and bi-national aerospace surveillance requirements; ability to determine gaps and seams in policy; develop and coordinate guidance; and provide direction and expert advice to CDRNORAD and CDRUSNORTHCOM.
Ability to anticipate problems and lead subject-matter experts from the command, components and interagency partners in conferences/planning sessions to produce solutions to issues impacting NORAD and USNORTHCOM operations; ability to act and react in a high stress environment to make critical characterization judgments, formulate recommendations that have major national impact/consequences and transmit those recommendations clearly and concisely.
Ability to communicate both orally and in writing to develop/review command task packages, author command level guidance and instructions, answer OSD and Joint Staff questions related to aerospace surveillance capabilities and limitations issues, and write performance reports for subordinate supervisors; understanding and analysis of tactics, operational battle management, and strategic intent/objectives within the context of North American Airspace violations and aviation anomalies; must be operationally proficient in and be able to individually and collectively evaluate and analyze NORAD's & USNORTHCOM's aerospace surveillance capabilities with respect to systemic deficiencies and in concert with command and control systems' capabilities and limitations.
Must be familiar with the two major COCOM missions/plans in use by NORAD and USNORTHCOM to execute CDRNORAD CONPLAN 3310, Air Defense of North America and the Chairman of the Joints Chiefs of Staff Operation NOBLE EAGLE Execution Order; fluent in NORAD Staff processes in order to be responsible for direct dialog with national military staffs (U.S. Joint Staff and Canadian Strategic Joint Staff) and command centers (U.S. National Military Command Center and Canadian Forces Integrated Command Center).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
