DCSA's Office of the Inspector General (OIG) is looking for an Investigator in Boyers, PA. This assignment is a unique opportunity to work directly with DCSA OIG to provide the Director, DCSA, fair and independent oversight of all facets of the Agency, to include, executing OIG policies and programs that promote Agency readiness, integrity, efficiency, effectiveness and credibility through impartial and independent audits, inspections, assessments, inquiries and investigations.

Duties

As an INVESTIGATOR you will be responsible for the following primary duties: Conducting investigations, inquiries, and related activities, in response to allegations of misconduct involving both DCSA personnel and contractors. The position will also include similar duties related to ensuring the overall integrity of the Agency. This individual must have exceptional organizational and communication skills (both orally and in writing), the ability to deal with individuals with tact in stressful situations as well as the ability to work independently and respond positively to pressure under rapidly evolving circumstances. Position eligibility requirements: - Prior investigative experience where factual truth had to be ascertained through interviews, record review and evidence collection. - Exceptional ability to communicate orally and in writing - Ability to obtain and maintain Active Top Secret security clearance - Conducts investigative inquiries regarding allegations of misconduct amongst DCSA personnel, to include both Federal employees and Contractors who are representing DCSA. Such inquiries may include serious allegations that involve highly sensitive issues. - Testifies at Administrative, Civil, and/or Criminal Court Hearings in conjunction with investigative case work and associated findings and related actions. - Prepares detailed Reports of Investigation (ROI) regarding investigative inquiries and findings. - Develops and proposes investigation plans for sensitive, complex investigations, inquires, and other special investigative projects to maintain the integrity of investigative programs. - Acts as a point of contact with other federal agencies, state and local law enforcement agencies, and the private sector in resolving allegations of misconduct or violations of administrative regulations and standards. Local Commuting Area (LCA) Definitions: Boyers, PA All U.S. Citizens who reside or currently employed in the Boyers, PA local commuting area, which includes the Pennsylvania counties of Butler, Clarion, Armstrong, Allegheny, Beaver, Lawrence, Mercer, Crawford, Erie, Venango, Jefferson, Indiana, and Westmorland; Ohio counties of Columbia, Trumbull, and Mahoning; and all cities existing in Pennsylvania or Ohio within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-11 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Advance knowledge and experience in developing and proposing investigation plans for sensitive, complex investigations and other investigative projects; Experience in investigative inquiries regarding allegations of misconduct amongst personnel, to include both Federal employees and Contractors; Advance experience managing multiple projects simultaneously while maintaining the accuracy and thoroughness required by policies, laws, and other directives; Experience preparing detailed reports of investigations regarding investigative inquires and findings; Knowledge and ability to conduct interviews and interrogations, including the ability to recognize, explore, and exploit leads, detect discrepancies of information, distinguish between relevant and irrelevant information, prepare reports, organize investigations, and provide information for potential litigation.
